Job Description:
Parsons is looking for an amazingly talented Chief Engineer to join our team! In this role you will be responsible for design, development, integration, and verification of the MEO Track Custody ground systems and preserving and upgrading a resilient operational baseline.
What You'll Be Doing:
You'll be the primary interface with the Government on the MTC technical solution and requirements
You'll be responsible fortailoring engineering processes and standards for the program and manage compliance with them across engineering
Oversee engineering at all phases to implement the defined architecture and deliver the MTC ground in accordance with the requirements and technical baseline
Lead the MTC ground segment systems engineering to include requirements derivation, mapping to architecture, high-level design and detail design and capturing in design configuration-controlled artifacts and documentation
Implement required internal and external reviews and milestone acceptance activities
Chairs and/or oversees key engineering program boards, including Chair of the Engineering Control Board
Perform critical analysis and evaluation for reuse, buy, or build decision
Provide program support to include, but not limited to inputs for Program documentation in support of a Middle Tier Acquisition (ex. System Engineering Management Plan (SEMP), Test Engineering Management Plan (TEMP), Program Protection Plan (PPP), Lifecycle Sustainment Plan (LCSP))
Coordinate with contractors and the Program Office (PO) for the design and the integration of MTC Ground capabilities (user/operator workspaces and collaboration areas, data center resources and space, network and communications, cybersecurity, shared infrastructure services, and standard operating procedures and tenant support activities)into the TAP Lab
What Required Skills You'll Bring:
Active Top-Secret Clearance with SCI eligibility
Bachelor’s degree or higher in a Science/Engineering/Physics or Computer-related field of study
Minimum of ten years of systems engineering experience in research, design, development, integration, and implementation of prototype and baselined hardware and software systems, subsystems, and architectural platforms based on system-level requirements
Minimum of five years of experience as a key contributor in the development of system technical baseline and design (e.g. as a Chief, Lead, or Principal Systems Engineer)
Minimum of three years of experience on programs using a Model Based Systems Engineering (MBSE) or Digital Engineering (DE) methodology
Experience in modeling and simulation (M&S) and CAMEO systems modeler
Experience in Space to Ground and Ground ICD development and maintenance
Experience in requirements management, derivation, and traceability
Demonstrated ability to lead integration Technical Interchange Meetings and Working Groups
Demonstrated ability to develop CONOPS and use-cases
Demonstrated experience in the development of High-Level Designs
What Desired Skills You'll Bring:
Ten years of experience leading systems-level analysis, requirements generation, and modeling and simulation
Ability to develop system architectures and supporting architecture documentation
Ability to lead special studies relevant to ground systems for spaceborne assets
Working knowledge of Overhead Persistent InfraRed systems and architecture
Experience supporting of SSC, SDA, or Intelligence Community Customers
Accomplished mentor to inspire and develop the next generation of System Engineers

Salary Range:
$113,100.00 - $203,600.00
