Job Description:

JOB SUMMARY: The incumbent is appointed as a Biological Technician who is assigned to perform administrative and scientific procedures in fulfillment of the scope of work of the contract. The incumbent will carry out various efforts for the Proficiency Testing (PT) Program and its customer DoD laboratories that detect various biological threat agents of military relevance. The incumbent performs duties as a general staff member of the Biological Defense Research Directorate at the Naval Medical Research Command.

ESSENTIAL JOB DUTIES: 95% OF TIME

  • The incumbent is responsible for conducting administrative and scientific tasks necessary for the execution of the Proficiency Testing (PT) Program. The specific agents are assigned by the supervisor(s) in conjunction with the direction of the funding agency’s mandate.

  • The incumbent will perform, at a minimum, the following tasks: Download, file and confirm receipt of incoming tests, track customer questions and concerns during testing cycles, maintain routine communication with customer labs and monitor changes in customer POCs, liaise with counterparts and customers in execution of project deliverables, identify and troubleshoot or escalate issues in accordance with SOPs and supervisor guidance, perform preliminary scoring of written and hands-on tests, organize and execute sample assembly and shipment, maintain inventory of required supplies, and participate in the laboratory production of PT samples. Other tasks will be assigned by the supervisor(s) as necessary for the fulfillment of the scope of work of the contract.

  • The incumbent will assist senior staff in training co-workers and new technicians in all procedures listed above.

  • The incumbent will assist in preparation of technical reports, summaries, protocols and other products developed and performed under the direction of supervisor(s).

  • The incumbent may be expected to conduct, on an appropriate level of expertise and competence, site visits to customer labs in support of the scope of work of the contract. Such trips may be conducted domestically or internationally.

  • The incumbent will perform background literature searches and maintain laboratory records and notebooks as required.

OTHER JOB DUTIES: 5% OF TIME

  • The incumbent will attend program group seminars and meetings as required.

  • The incumbent will become familiar with and perform required laboratory maintenance and safety procedures.

  • The incumbent will train in and maintain proficiency in production of PCR reagents

  • Other duties as assigned.

JOB SPECIFICATIONS:

  • Required Knowledge, Skills and Abilities

  • The incumbent is required to have strong organizational and communication skills. Demonstrated attention to detail, customer service skills and/or experience in teaching or instruction roles are preferred but not required. The incumbent is required to have achieved a level of professional expertise commensurate with the scientific procedures essential to the completion of the scope of work of the grant.

  • Minimum Education/Training Requirements

  • It is preferred, but not required that the incumbent have prior military experience as a certified medical laboratory technologist or in chemical, biological and radiological defense (CBRD) and a minimum of an associate’s degree or equivalent. In lieu of military experience, the incumbent must have completed a bachelor’s degree in molecular biology, microbiology, or a related field. The incumbent is required to remain open to more advanced training as may be mandated by research needs and the scope of work of the grant.

  • Minimum Experience

  • The incumbent should have 0 to 2 years of past experience in molecular biological techniques essential to the performance of job specifications.

  • Physical Capabilities

  • The incumbent must be able to drive an automobile and have the requisite physical ability to perform training visits aboard U.S. Navy ships, including but not limited to long periods of standing and traversing uneven surfaces. Incumbent must also be able to perform successfully within the laboratory.

  • Required Licenses, Certification or Registration

  • The incumbent will be required to attend any and all certification and on- or off-site training as required for employment in the host facility. The incumbent will be expected to apply for and be successfully processed for a security clearance at the secret level. The incumbent must be capable of obtaining a travel passport for official business. Incumbent should maintain a valid driver’s license and passport.

  • Supervisory Responsibilities/Controls

  • The Principal Investigator of the contract serves as overall Supervisor. The incumbent will work under the direction of the Proficiency Testing Program Manager who in turn reports to the Head of the Molecular Diagnostics Program. In addition to the Head of the Molecular Diagnostics Program, direction of the incumbent may be delegated to the Deputy of the Molecular Diagnostics Program. The incumbent will receive general instructions and guidance from the supervisor or delegated supervisor but is expected to perform successfully without daily or detailed supervision, and within the group atmosphere of the research program and its laboratories.

  • Work Environment

  • Laboratories and collaborative research sites of the Biological Defense Research Directorate, Naval Medical Research Command. The incumbent will adhere to all Command regulations as related to the general work environment of the host facility including program specific laboratory maintenance, biosafety procedures and regulations, and all assigned training.

Salary Range:

$61,200.00 - $107,100.00
