Quality Engineer Specialist – LA Metro, Los Angeles California

Parsons services include the design and construction of innovative, safe, and sustainable infrastructure around the world. Parsons focuses on Program and Project Management for alternative design and build delivery of large heavy civil infrastructure projects including highways, bridges, tunnels, rail, water and wastewater treatment plants within the United States and Canada. Parsons constructs world class infrastructure. This role supports projects in the urban rail and transit sector. This is a hybrid remote role requiring reporting to client office in North Hollywood 2 days per week ( 3 days working from home weekly permitted).

Opportunity:

Parsons Transportation Consulting Practice requires a Quality Engineer Specialist that has a background in design, construction, and quality management to assist Clients in developing, implementing, and monitoring the implementation of Quality Management System (QMS) Programs to support the design and construction of major infrastructure projects. Parsons QMS approach, based on the requirements of ISO 9001, is a set of tools and techniques based on quality management, systems engineering, and industry best practices that assists a project team to enhance its ability to evaluate and communicate overall project performance on a regular basis, and

provide feedback to project participants to continually improve performance and provide confidence that the project will satisfy its contract requirements.

Specifically, this role involves working with a team of Parsons staff and Client personnel to ensure that the clients Quality Management System (QMS) is implemented and understood by all participants involved in the development of the RFP through acceptance of a project contract. This work includes; training participates on the QMS/Quality Management Oversight (QMO), responsibility of ensuring requirements are available and incorporated into the Parsons QMO Database known as PAR-PRO®, define and organize the work breakdown structure of a project, lead Management System Audits and Assessments for processes, design review and construction inspection, Initiate Corrective Actions, Organize Acceptance approach utilizing data from the QMO program, Prepare Monthly and Quarterly Reports.

Essential Duties & Responsibilities :

  • Supporting a Quality Manager in successful implementation of the QMS Program from RFP creation through project acceptance, of transit projects.

  • Training participants on the Clients QMS Program.

  • Attend project progress meetings.

  • Coordinate identification, input, and maintenance of Clients’ requirements within the PAR-PRO® software modules.

  • Organize data structure for collection of quality data to support effective reporting and acceptance.

  • Identify and lead Management System Audits and Assessments.

  • Initiate and manage Corrective Actions and Program Lessons Learned.

  • Prepare Monthly and Quarterly Quality reports.

  • Support ISO 9001 Certification.

Requirements:

  • 4-year degree in a related engineering discipline is required.

  • Typically, incumbents have at least 15 years or more of related experience in design and construction, and at least three years in quality management oversight.

  • Experienced Engineering with strong knowledge of Rail & Transit Projects.

  • Requires a working knowledge of quality management and systems engineering processes, as well as some familiarity with industry practices.

  • Familiarity of the ISO 9001 Standard

Salary Range:

$117,000.00 - $210,600.00
