Parsons Corporation Lead - Resilience Planning (Crisis & Disaster Management) in Al-Sinaiyah, Saudi Arabia

Job Description:

The Yanbu Industrial City Program continues to be the ‘jewel in the Parsons Crown’ given that we have been the Program Manager overseeing the city's development for over 45 years to date and we continue to collaborate with the Saudi Royal Commission in the expansion of the overall city and the strengthening of its economic capability as well as its population growth. The Program has never operated at the pace and aggression that it does today and to meet the demands of the Program, we are creating endless career opportunities for both new and existing staff. We are looking to hire a Crisis and Disaster Management Resilience Planning S pecialist with experience in program development and crisis management facilities, who will be based in the Crisis and Disaster Management Department of this world class program.

The city is located on Saudi Arabia’s Red Sea Coast and hosts major light and heavy industries. Managed by the Royal Commission in Yanbu, the city provides a high-quality livable community featuring diverse residential units, schools, hospitals, recreational facilities and other amenities for people living and working in the city. The government has made efforts to ensure a high quality of life for residents and their families, and to promote a sustainable environment.

Specific activities performed in the role will include providing guidance and direction to specialist personnel and actively participating in the development, implementation and delivery of crisis and disaster management capabilities including but not limited to:

  • emergency response & crisis management documents (policy, framework, plans & procedures)

  • execution of emergency drill/ table-top/ full scale exercise yearly plan

  • operational & maintenance of emergency and crisis facilities such as the crisis center, and emergency command center.

Further activities will include:

  • Facilitates coordination with Risk Management and Business Continuity functions for the integration of various activities within the Crisis & Disaster Management Department such as workshops, campaign program, trainings, etc.

  • Maintains the current initiative program such as ISO 37123 for resilient cities and identifies new initiatives that are aligned with the Crisis & Disaster Management objectives

  • Provides support for the strategic and tactical level requirements to achieve completion of Crisis & Disaster Management Department work programs

  • Drives and manages the continuous improvement cycles within the Crisis & Disaster Management section

  • Interprets new or special governmental regulations, codes, standards, criteria and performance data

  • Keeps abreast of technological advances in the respective field

  • Applies expertise in a specialized field of crisis & disaster management to broadly stated problems

  • Serves as consultant to project and specialist groups, providing advice and counsel on assignments having special and unique features

Any applicants must possess the following qualifications / experience / credentials

  • Must possess a graduate degree.

  • Minimum 12 years of relevant work experience.

  • Should be able to provide evidence of active individual Crisis Management certifications, and supervisory knowledge regarding international Crisis Management frameworks such as ISO22316 or BS 11200 or NFPA 1600.

  • Should be able to identify International Standards and Best Practice Guidance strategies.

  • Proven leadership skills to interface with internal and external stakeholders in conducting the development and reviews of crisis and disaster management processes, procedures and capabilities.

  • Preference for professional experience with crisis and disaster management, system safety cultures, emergency evacuation and shelter plans, crisis communication plans and procedures, police, fire, security or intelligence agencies.

  • Excellent spoken and written English language skills with the ability to communicate at a high-level. Arabic would be an advantage.

  • Time management, communication, and interpersonal skills.
