With enhanced budgets secured for 2024 Saudi Arabia Parsons Limited is expanding its Yanbu City Program Team. We are looking to recruit Principal Civil & Infrastructure Design Engineer who will be based in the Engineering Projects Section of the Design & Engineering Department.

We need our Principal Engineers to be versatile, enthusiastic to work in highly flexible, team oriented environment and who have exceptional communication, analytical and management skills.

In this role you will provide professional support to the program projects with emphasis on promoting and maintaining the technical adequacy, uniformity, and quality of the project designs in conformance with approved standards and codes. Consistently deliver high quality design and tender packages of complex projects to schedule and budget in coordination with A/E consultants, EPC contractors and in-house design teams.

Major activities will include:

  • Acts as the primary point of contact with the A/E consultants and proactively manages the associated technical services contracts and task orders. May be appointed as the RCY Authorized Representative for one or more consultants.

  • Technical planning and design management in support of the Section Supervisor. Manage designs and preparation of technical RFPs, provide pre and post award support to the Project Management, Contracts and Procurement and Construction Departments. Provide technical support across all disciplines to coordinate the development and implementation of the engineering portions of assigned projects.

  • Leads the compilation of technical portions of Requests for Proposal (RFP) for both the design and construction portions of assigned project. Analyzes data pertaining to client requirements to assist in the definition of technical aspects of detailed scope of work.

  • Monitors technical progress of A/E consultants and coordinates the review of design drawings, specifications, manuals, shop drawings, vendor data, calculations and other technical information submitted by A/E consultants or construction contractor for all phases of contract.

  • Provide requested technical information to A/E consultant or EPC construction contractor regarding interpretation of specifications, and other technical guidance as required. Requests technical information or clarification of submitted data from A/E consultants or construction contractor as required.

  • Participates in the technical evaluation of potential bidders for contracts on assigned projects, and in recommending shortlists of qualified contractor. Coordinates the technical analysis and evaluation of bids proposed.

  • Supervises and coordinates activities of Project Engineers and other assigned personnel.

  • Prepares reports and presentations to senior management on assigned projects. Coordinate with PMD progress reporting and evaluation for the assigned projects.

  • Actively participates in value engineering and constructability workshops

  • Perform initial reviews of the engineering designs and studies prepared by A/E consults, including drawings and specifications.

  • Perform field inspections and provide field support and trouble –shooting during the construction process.

  • Develop and interpret project life cycle cost analyses for comparison and selection of alternative design solutions

Any applicants must possess the following experience / qualifications / credentials

  • Bachelor' Degree in a Civil Engineering discipline.

  • A minimum of 12 years post graduate, professional experience. (or a minimum of 8 years post graduate experience if obtained Masters Degree in Civil Engineering.

  • Registration in Country of Origin in an Architectural or Engineering Professional Association equivalent to US PE or UK Chartered Architect status is essential.

  • Experience of working in the Middle East.

  • Experience in the design of streets & highways, residential subdivisions, industrial business parks, commercial / retail.

  • Experienced in the design of sewer, water & drainage utilities

  • Knowledge of AutoCAD, Civil 3d, Water & sewer drainage calculations and modelling systems, grading & earthworks, ASHTO Highway Design codes.

Furthermore you will be able to demonstrate:

  • A proven record of technical and administrative ability in design management.

  • The ability to communicate effectively in spoken and written English.

  • Experience in the application of North American and International codes and standards.

  • Superior communication skills / Enthusiasm / Drive / Teamworking skills
