Job Description:

In July 1976 the Royal Commission for Jubail and Yanbu, Saudi Arabia selected Parsons as Project Manager to develop its master plan. To the present day, Parsons has provided continuous management of all infrastructure design, design & build, construction and operation and maintenance (O&M) projects for this new industrial complex to be located on the Red Sea at Yanbu, Saudi Arabia. At 30-square kilometers, this new industrial community is planned for a projected 80,000-person population by the year 2006. This is one of the largest projects of this magnitude ever planned and constructed as a self-sustaining unit.

As the pace and magnitude of Program Operations increase Parsons are looking to introduce a Principal (Chief) Cost Engineer to the Construction Department. The primary roles and responsibilities for this role include (but are not limited to):

  • Responsible for directing the development, evaluation and consolidation of all cost engineering reports and cost control methods.

  • Directly responsible to the Department Director / Deputy Director General of Technical Affairs for cost reporting and control and serves as staff advisor to project management on standard company policies and procedures.

  • Responsible for Construction Department operation of the work control system (work authorization and work releases) including procedural development and contact with higher management and the clients.

  • Oversees the labor distribution for contractors, establishes new codes and tracks specific charges as required by management.

  • Responsible for commercial analysis for all budget allocation on the various levels of the contracts. Develops new systems as required by Planning and Budget and Construction Departments.

  • Provides technical advice on cost related or work control matters to management, provides historical manpower and Annual Implementation Plan (AIP) information on the projects since inception.

  • Review and comment on Royal Commission input to the Kingdom’s Five Year Development Plans.

  • Responsible for the establishment and maintenance of procedural controls of Ministry of Finance (MOF), assist in the assignment of authorized cost and responsible for annual expenditure of budgets.

  • Provides guidance and interface with various divisions during preparation of annual budgets and subsequent negotiation with MOF.

  • Directs the review and analysis of MOF assigned budgets relative to Construction Department and Royal Commission needs and follows through to submit various budget transfer requests as required.

  • Perform special tasks as directed by Managers, Director of Construction Department and Deputy Director General for Technical Affairs

  • Bachelor’s degree in Engineering, Business or related field acquired from a WESTERN UNIVERISTY.

  • In addition, Graduate studies in Business, Economic or Engineering Management is highly desirable

  • A minimum of 10 years post graduate experience in project controls with at least 6 years of directly related cost engineering supervisory experience.

  • Membership in professional associations, such as, the Association of American Cost Engineering (AACE) is desirable.

  • The ability to communicate effectively in spoken and written English Language is essential.

  • Arabic language skills are also desired.

  • Solid capability and experience with modern software including MS Office Projects and recognized industry Cost / Cost Planning Software.
