Completes a wide variety of difficult and complex estimating activities including but not limited to, assigning estimate team members specific task or subtask in accordance with each estimator’s best qualified skills and capabilities, utilizing performance measurement techniques to determine levels of deliverable status, utilizing company estimating software and tools, writing estimate narratives, developing estimate procedures, supporting estimate database updates and providing project historical data, leading estimate task teams, and evaluating and providing input for performance reviews for assigned staff. Functions in a leadership role, leading and providing technical guidance to other estimators in delivery of Client task assignments. He/she is viewed as a fully qualified professional with solid experience and technical leadership expertise. Preference is for the candidate to be strong in electrical infrastructure estimating (Substations, Duct Banks, electrical equipment supporting Mechanical infrastructure)


As a lead member of the Estimating team, performs as a task leader in estimating activities. Ensures that all estimate team members are tasked correctly according to their skill specialty and strongest area of expertise, that all team members apply company estimating practices, techniques, processes and procedures, and demonstrate familiarity in applying Parsons company policies and assigned project/program practices and procedures. Ensures that the tasked estimating team delivers quality controlled, best in class estimates for projects and programs that he/she is assigned as task leader.

Capable of resolving difficult and complex estimating problems on tasks assigned, especially electrical tasks.

Assists project/program management with preparation of schedules for estimate preparation, defining resource requirements for estimate deliverables, review of Client task request for estimate deliverables, and documents and publication involving impacts to probable project/program cost.

Provides probable cost estimates for products and services that may be contracted and delivered by company, or that the Client may solicit in the open market. Utilizes knowledge in resources skills sets and durations required to prepare and deliver task assigned.

Prepares material takeoffs for the most complex projects, drawings, plans and specifications. Reviews takeoffs and checks for mathematical and technical accuracy. Oversees the preparation of top down work breakdown structures (WBS) defining tasked estimate scope, work elements, major project components and subsystems, and assign appropriate estimate staff to each element of the estimate by system and subsystem.

Reviews contractual documents and contract modifications to determine scope of work and scope changes. Quantifies the impacts to contract cost as a matter of contractual commercial terms and conditions based on stipulations given in the general conditions and commercial terms section of a contract.

Defines contract risk and establishes contract cost exposure and probability due to the identified risk. Determines potential risk mitigation measures that could minimize contract risk without the inclusion of contract contingency. Develops recommended contingency for those risk that may not be able to be mitigated by other means.

Reviews and determines the accuracy of estimate resources and productivity including; labor and equipment rates, crew development, production rates, efficiencies, material pricing and job condition cost to deliver reasonable estimates of probable contract cost.

Establishes an atmosphere with vendors and suppliers conducive to obtaining competitive bids and quotations for materials, systems, subsystems, and services that may be required to deliver complete contract scope.

Manages and leads the accumulation, evaluation, and documentation of historical cost data, inclusive of construction location, site conditions and restrictions, contract terms, contract execution plan, procedures and methods in order to maintain current estimating database information and cost data.

Manages the development of Client visual and oral presentations in the appropriate media, and conducts clear and specific client presentations as required by project/program management team.

Performs other responsibilities associated with this position as may be appropriate.


4-year degree in Engineering or Construction Management or related field (or equivalent work experience) and 10-12 years of related work experience. Previous experience using estimating database supported software.


Ability to lead an estimate team that is required to perform difficult and complex estimating activities typical to the engineering and construction industry projects and programs is required. In addition, excellent written and verbal communication skills, knowledge of company and project procedures and practices, a familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required. Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications, and be qualified to be a project/program estimate team leader
