Develops, manages, and/or executes all estimating activities for one or more of the large, most complex and demanding projects. This level of Estimator draws upon extensive experience and exposure to various types of projects and clients. Estimating activities including, but not limited to, assigning estimate team leaders specific scope task in accordance with their best qualified skills and capabilities, utilizing performance measurement techniques to determine levels of deliverable performance, utilizing company estimating software and tools, writing estimate processes and procedures, estimate narratives, leading estimate project teams, and evaluating and conducting performance reviews for assigned staff. He/she is viewed as a fully qualified professional with solid experience and strong management expertise.


Acts as the team leader for all estimating task and staff assigned to a contract(s). Ensures that all estimate team members are tasked correctly according to their skill specialty and strongest area of expertise, that all team members apply company estimating practices, techniques, processes and procedures, and apply company policies and assigned project/program practices and procedures. Responsible for leading Principal Estimators, Senior Estimators, Estimators, and Associate Estimators. The Chief Estimator is the estimating team member’s assignment manager and may be staff member’s functional manager. Ensures that the tasked estimating deliverables meet quality control and quality assurance procedures, best in class estimates for projects and programs assigned.

Provides management, guidance, and direction, to all estimate team staff assigned to the project/program.

Works directly with project/program management in the management of all project/program estimating staff, manages all estimate deliverables, interviews and approves all project/program estimating staff, establishes minimal estimating staff requirements, presents all estimate deliverables to project/program management and Client staff on behalf of the project/program.

Leads all project/program estimate scope requirements and is completely responsible for all project/program estimated probable costs for contracted services. Utilizes knowledge in resources skill sets and durations required to prepare and deliver tasked assignments, and responsible to deliver all estimating products in a timely manner.

Oversees, organizes, and manages training and guidance to Principal Estimators, Senior Estimators and Estimators in the preparation, and production of cost estimates using the required company and/or project/program software, estimating tools and equipment.

Acts as principal interface with the project/program Engineering Department or other resources. Oversees the preparation and delivery of all estimating products, and manages all estimating staff.

Reviews contractual documents and contract modifications to determine reasonableness of estimated probable cost and verifies that all risk and contingencies have been appropriately applied. Quantifies the impacts to contract cost as a matter of contractual commercial terms and conditions of a contract.

Defines contract risk and establishes contract cost exposure and probability due to the identified risk. Determines potential risk mitigation measures that could minimize contract risk without the inclusion of contract contingency. Develops reasonable contract contingency for those risks that cannot be mitigated by other means.

Reviews and determines the accuracy of estimated resources and productivity including; labor and equipment rates, crew development, production rates, efficiencies, material pricing and job condition cost to deliver reasonable estimates of probable contract cost.

Establishes an atmosphere with subcontractors, vendors and suppliers conducive to obtaining competitive bids and quotations for materials, systems, subsystems, and services that may be required to deliver estimates for total contract scope.

Manages and oversees the accumulation, evaluation, and documentation of historical cost data, inclusive of construction location, site conditions and restrictions, contract terms, contract execution plans, procedures and methods in order to maintain current estimating database information and cost data.

Manages the development of Client visual and oral presentations in the appropriate media, and conducts clear and specific client presentations as required by project/program management team.

Performs other responsibilities associated with this position as may be appropriate.


4-year degree in Engineering or Construction Management or related field (or equivalent work experience) is required and 12-15 years of related work experience, as well as some experience in a leadership capacity. Advanced degree in management or related field is preferred. Previous experience using estimating database supported software.

-Applicants must be US citizens and have the ability to obtain a gov't security clearance TS/SCI w/ Poly.


Ability to manage an estimating team that would be required to perform difficult and complex estimating task deliverables typical to the engineering and construction industry projects and programs is required. In addition, excellent written and verbal communication skills, a thorough knowledge of company and project procedures and practices, and a familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required. Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications. Must have the ability to administer resource directives and evaluate estimating staff. Must have the ability to develop strong team participation.
