POSITION OVERVIEW :

Provides direction and management for medium and large-sized projects, or several small projects, and ensures on-schedule completion within or below budget in accordance with contractual obligations. The Senior Project Manager is responsible for the scope development, scope management and commercial performance of the project to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. Should be familiar with the IT application development, systems integration and implementation as well as IT infrastructure acquisition and operational support of hardware, software and network devices. The Senior PM should be familiar with systems analysis and Business Process modeling of new and existing functional solutions.Also, responsible for administration of all team members training, career goals/objectives and performance.

SPECIFIC RESPONSIBILITIES :

The candidate will be solely responsible for managing the IT business operations, IT resources, financials, and exceeding client expectations in terms of meeting the IT objectives that align with the project business goals. Specifically, the candidate will be able to assess, monitor and effectively manage work priorities, team assignments, budgets, schedules, standards, progress and additional resources for an overall IT strategy and business plan to achieve their client’s IT requirements. The IT Strategy and Business Plan developed by theSenior PM must also include opportunities for business process improvement and technology enablers for daily or new IT operations as applicable to the client’s business needs. Other responsibilities include:

  • Financial Reporting – Responsible for all IT related budgets activities, including budget planning, PL, expenses review, approval and reporting at all levels of project/initiatives details.

  • Oversee execution of Project Execution Plan, Health and Safety Plan, Quality Assurance and Quality Control Plan and other documents as required.

  • Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria. Responsible for the development and distribution of a one to two-page description of the project to all members of the project team for reference.

  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates.

  • Works with the key project individuals to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. Responsible for maintaining current and timely change orders.

  • Scope Financials – Responsible for the development and justification supporting requests of funding for new or recommended scope of work.

  • Project Approvals - Reviews and approves recommended solutions, conversion plans, procedures for implementation, and related timetables to ensure that they meet user’s requirements and promotes the final recommendation to SR IT Management team and client

  • Technical Expertise - Provides technical direction to subordinates and reviews work produced to ensure technical excellence.

  • Client Advocate - Ensures that recommended technologies and program enhancements meet or exceed the user’s expectations; personally meet with users regarding potential problem areas, schedule delays, or other events which could affect project scope or completion.

  • Enforces Work plan/Standards -Monitors productivity and technical proficiency of assigned personnel.

  • Team Administration - Conducts performance evaluations, takes corrective action as necessary, recommends promotions and salary actions, and recommends training and development for assigned personnel.

  • Professional Network - Maintains affiliation with professional societies to keep abreast of current and newly-developing technologies. Makes recommendations where projects might benefit from new technological changes that may be either proactive or preventive for ultimate IT performance

PREFERRED EDUCATION/EXPERIENCE:

4-year degree in Engineering or related technical/business field and at least 15+ years of related work experience is required. Incumbent should have a broad general technical and business background, as well as previous project management experience on similar or related projects. Professional registration may also be required.

SKILLS/COMPETENCIES

Incumbent must meet or be actively enrolled in Parsons' project management certification requirements. Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.

·Customer interface skills, diverse stakeholder engagement skills, problem-solving and solution facilitation skills, and an ability to convey high-level requirements and vision to senior customers are critical.
