Job Description:

Chief Estimator Parsons is looking for a Chief Estimator to work on a part time basis, to support a major Renewable Fuels facility expansion. RESPONSIBILITIES INCLUDE: In this role, you will develop, manage, and oversee all estimating activities for this project. In addition, you will:

  • Establish estimate plans, schedules, and requirements to meet request for quotation needs

  • Assist in providing management, guidance, and direction to all estimate team staff

  • Lead and oversee all project/program estimate scope requirements

  • Acts as principal interface for the project and oversee the preparation and delivery of all estimating products

  • Review contractual documents and contract modifications to determine reasonableness of estimated probable cost and verifies that all risk and contingencies have been appropriately applied

  • Manages and oversees the accumulation, evaluation, and documentation of historical cost data

  • Work closely with project controls to conform estimates to project budgets f

REQUIREMENTS:

  • 4-year degree in Engineering or Construction Management or related field

  • 25+ years of related cost estimating experience

  • 10+ years of cost estimating experience in Oil and Gas refining or petrochemical facilities

  • 5+ years of experience working in an Owners Representative type Integrated Project Management Team

  • Experience working on large scale billion-dollar projects

  • Experience working in remote locations and associated logistics, environmentally sensitive areas, and highly modularized designs

  • Preferably located in Houston

SKILLS/COMPETENCIES :Ability to manage and oversee an estimating team that would be required to perform difficult and complex estimating task deliverables typical to the engineering and construction industry projects and programs is required. In addition, excellent written and verbal communication skills, a thorough knowledge of company and project procedures and practices, and a familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required. Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications. Must have the ability to administer resource directives and evaluate estimating staff. Must have the ability to develop strong team participation.
