Are you an experienced IT Manager who wants to work with a dynamic team and who actually wants to make a difference in an educational design and construction mission?
We are looking for an IT Director to lead our team of SharePoint, web, and database developers and make the transition from a virtual to a cloud environment.
You will work directly with the program management team, the client team, and the user base for enhancing existing applications and migration of existing applications to the cloud in developing requirements through successful execution.
More details: Consults with program leadership to understand short and long-term business goals, strategies and objectives and the role of the Engineering Support Contractor (ESC) business applications in achieving those goals. Based on that understanding, develops, implements and maintains a strategic vision for the present and future use of program business and professional applications and systems. Ensures that available IT resources organization align with Job Corps business objectives, meeting immediate and long-term requirements.
Identifies and recommends enterprise applications, products and services that will best support the ESC and Job Corps. Sets the primary technical and operational direction for development and use of the applications and associated systems that support Parsons' business and other professional activities.
Determines budget, scope and schedules for new enterprise applications and systems as well as for the operation, maintenance and enhancement of existing applications and systems within the DOL OCIO framework. Provides oversight for the installation, testing, implementation and ongoing maintenance of those applications and systems. Manages the day-to-day functions of the ESC IT enterprise applications and services, via the supporting IT staff. Will work with ESC and Job Corps staff to identify, recommend and implement systems and applications that support the Job Corps program.
Works with program management to identify the long and short-term requirements for ESC and Job Corps applications, to assure they support and continue to support the Job Corps program requirements.
Creates a strategic vision, short- and long-term plans and budget for Parsons IT enterprise applications and systems, including its business and professional IT applications and services.
Presents that strategic plan for IT Enterprise Applications program management.
Maintains regular communication with the ESC and Job Corps team.
Maintains the strategic vision for the ESC and Job Corps program. Develops plans and budgets to support that vision and manages the ESC IT organization to achieve the strategic vision.
Works closely with program management and Job Corps to identify and promote technology strategies and to implement new technologies and applications that will assure that the ESC and Job Corps enterprise systems support the program's current and future direction, goals and objectives.
In cooperation with program leadership, identifies, recommends and implements operational improvements to ESC existing enterprise application systems and determines new application systems that will meet or exceed ESC and Job Corps current and future business and professional requirements.
Plans and defines goals and objectives for the ESC IT team.
Within the DOL OCIO framework, determines the internal or external (third party) resources required to achieve them; creates budgets, resource plans and implementation plans; directs the effort to acquire, retain and manage those financial, technical and staff resources.
Coordinates with DOL OCIO and the ESC and Job Corps team to identify and resolve questions, issues and problems with individual vendors and suppliers.
Establishes priorities and meets regularly with program management and the IT staff to review and assess the status of projects, schedules, and staffing requirements.
Manages all financial and budgetary aspects of the ESC IT organization, including budgets.
Assures the effective delivery of day-to-day business, and professional applications and services for the ESC and Job Corps IT systems: SharePoint administration and development, application development; database administration; web administration and application development; cloud applications; and document management.
Assures the effective development and delivery of projects for new applications and for systems that support the ESC program business processes as well as other professional activities and that provide new IT functionality for the ESC and Job Corps program.
Establishes and assures conformance to standards, priorities, policies and procedures for overall IT program within the DOL OCIO framework.
Monitors and reviews user evaluations and feedback. Will personally meet with users regarding questions, issues and problems as well as schedule delays or other events that could affect accessibility to individual applications and systems, project scope or delivery of an upgrade or new system.
Provides suggestions for efficiency, quality, and cost savings improvements. Identifies best practices and lessons learned for dissemination throughout the team. Creates and documents standard processes and procedures.
Creates organizational plan for ESC IT team.
Sets goals, objectives and expectations for the ESC IT Team. Determines responsibilities and makes specific assignments to individuals.
Monitors the progress in achieving those goals; identifies and resolves questions, issues and problems associated with the work.
Organizes and modifies staff assignments as required to complete specific projects and other activities, within time and budget constraints.
Supervises, evaluates and provides performance feedback for the ESC IT Team.
Monitors productivity and technical proficiency of assigned personnel. Conducts performance evaluations, provides ongoing performance feedback, takes corrective action as necessary, recommends promotions and salary actions, and recommends training and development for assigned personnel.
Recommends hiring, promotion and terminations for the ESC IT Team.
Maintains a comprehensive knowledge of current, new and emerging IT technologies, applications and systems.
Oversees and manages enterprise applications and services.
Performs other responsibilities associated with this position as may be appropriate.
EDUCATION/EXPERIENCE: 4-year degree in Computer Science (or related curriculum) and 10+ years of broad experience in a wide range of IT functional areas and business management. 5+ years in various IT leadership and managerial roles (or an equivalent combination of work experience and education).
CERTIFICATIONS: ITIL, CMMI or other applications development, business leadership or operational certifications preferred.
