Vice President, Health & Bioscience Directorate Lead

Position Overview

Parsons is seeking a Health & Bioscience executive to provide leadership and direction in building our portfolio of health and bioscience work within our Security & Sustainability Directorate Organization. The successful candidate will take over a well performing sector of our business which has over 250 employees and a current annual revenue of $75M. In addition to health & bioscience work the Directorate portfolio includes environmental, security and contingency operations services for a wide range of federal clients.

Our Vice President will understand the market development processes including market research, capability assessment, competitive assessment, strategic go to market plans and strategic business plans. You will shape solutions and offer responses to customer solicitations for new business, guide business development in creating customer call plans to cultivate relationships with potential new customers and to drive value propositions. Working with dedicated business development teammates, you will oversee the capture process, mentor, and lead business development in expanding our health and bioscience work including recommending key staff positions. You will regularly interface with Market leaders, upper-level management, and clients.

The ideal location for the position is in the DC Metro area, but for the right candidate a remote, work from home option is available.

Responsibilities

  • Keep abreast of overall business trends and define and execute long-term business and marketing strategies.

  • Development campaign(s) to better position Parsons in the health and bioscience market.

  • Leverage expertise in the federal contracting and federal polices to forecast future business opportunities, as well as define and develop related investment strategies.

  • Support on-going tactical efforts to pursue related health and bioscience business efforts.

  • Work collaboratively across the federal division to identify existing capabilities that can support new market development efforts.

  • Identify potential new clients in the health & bioscience arena.

  • Identify and cultivate partners that will provide value to the company position for both market and individual benefit.

  • Provides leadership and guidance to the directorate level staff.

  • Oversee the development of pricing structures, as well as other contract terms and conditions as part of the capture process.

  • Negotiates contracts, including non-disclosure, teaming, technology, and sharing agreements with clients and partners.

  • Keep abreast of national/international political and economic conditions that could affect our strategies and market development efforts.

Requirements

  • 4-year degree in Science, Engineering or Business (or equivalent) and least 25+ years of diversified experience, primarily within the life sciences field.

  • Experience working with and selling to DHS, NAMRU, CDC, USACE, DTRA and others.

  • Development experience with commercial and/or non-profit companies engaged in servicing customers in the life sciences market.

  • Experience running a health & bioscience related P&L operation in the $70M to $100M range

  • Successful track record of growing a health & bioscience business

  • Eligibility to obtain and maintain or currently possess a DoD security clearance preferred but not required

SKILLS/COMPETENCIES :

A thorough understanding of market development, the capture process, proposal pricing, contract terminology, and negotiations with potential clients. Requires technical competencies with health sciences, systems development, project / program operations, information technology, data analytics, cyber technology, and operations. Familiar with HHS and DoD /health policy and doctrine implementation. The successful candidate must also possess strong written and oral communication skills, including excellent presentation skills.

The anticipated annualized full time target compensation (median) for this position is: $225,000.00.This position is eligible for incentive compensation.Benefits for this position include: medical, dental, vision, paid time off, Employee Stock Ownership Plan (ESOP) and 401K.
