Parsons is looking for a talented Construction Manager to join our team! In this role you will get to work on ATL, one of the busiest and largest airports in the world!

Put your construction management expertise to work on a complex, aviation construction program. Parsons is now hiring an experienced Aviation Construction Manager (aka. Resident Engineer) with the following skills sets below to support our client at Atlanta International Airport. Airport or Aviation experience is preferred.
In this role you will provide oversight and direction to multi-disciplined teams, using effective management and leadership skills, and driving construction projects to a successful completion. Our Resident Engineers must communicate effectively across multi-disciplined groups, build consensus and foster strong relationships, both internally and externally. We are looking for someone that is versatile, enthusiastic to work in highly flexible, team-oriented environments, and has excellent communication, analytical and organizational skills.
POSITION OVERVIEW :
The Construction Manager/Resident Engineer is responsible for reviewing the performance of the construction contractors to assure contract compliance, the application of accepted construction standards and technology, and the acceptable standardization of materials and supplies. Participates in the development, execution, supervision, and coordination of all technical aspects of construction management assignments including development of plans, schedules, contracts, procedures, and construction methods and systems. Experience with airport construction projects is a must. May provide technical guidance to less-experienced field engineering and inspection personnel. Willingness to relocate to construction site locations is expected.
What You'll Be Doing:
Performs difficult and complex field engineering and construction management assignments involving the development, execution, supervision, and coordination of all technical aspects of a construction project. Significant mechanical, electrical, and plumbing (MEP) experience desired.
Responsible for coordinating the efforts of the contractors.
Responsible for evaluating the progress and quality of construction activities in conformance with approved schedules and budgets.
Review and approval of progress payments.
Monitor and supervise the field coordination and inspection.
Review bid package documents as issued by design consultants for constructability, omissions, clarifications required, and for coordination between design disciplines. Recommend changes as required.
Review all construction documents against design development documents for scope, schedule and budget conformance.
Review General Conditions to suit each bid package and oversee performance.
Assist the client and Project Manager at pre-bid meetings and pre-construction meetings.
Expedite resolution of construction problems.
Monitor and manage all field directives.
Obtain Daily Reports from all contractors.
Prepare Resident Engineer’s Weekly Report.
Administrative: Area Construction Manager, or Senior Resident Engineer
Supervises: Assistant Resident Engineer, Project/Office Engineer, Document Control Clerk, Field Inspectors
Oversee Quality Assurance Program for each assigned contract in concert with the Quality Assurance Manager. Monitor design consultant inspections.
Establish and conduct weekly construction meetings.
Manage schedule updates, provide and approve any logic changes.
Administer construction contracts for assigned contracts.
Review, approve, and certify contractor requests for payment.
Maintains first-level quality assurance to confirm that the installation of all work within his/her discipline is in accordance with the plans, specifications, and industry standards. May supervise the construction engineering work and provide technical expertise for one or more of the construction engineering disciplines.
Ensures that tests and inspections are performed, witnessed, and documented in accordance with approved procedures.
Collaborates with construction contractors and the Owner’s team to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees or airport tenants. Ensures that personnel of the assigned group engage in safe work practices in compliance with site-specific safety procedures and industry standards.
Establishes and maintains liaison with the design engineering staff. Reviews and interprets design drawings and specifications to ensure correct technical execution of the work.
Manages the resolution for technical engineering problems and coordinates application of solutions.
Develops and reviews construction schedules and monitor’s progress. Provides schedule and progress appraisal report to the Program Manager and the Client.
Monitor’s material procurement and deliveries to ensure timeliness in support of construction activities and schedule within the assigned discipline. Ensures that materials received meet specifications and established standards of quality.
Initiates and leads project closeout throughout the lifetime of a project. Provides support and implementation of the Operational Readiness and Transition (ORAT) plan as projects come to completion and new facilities become operational.
Initiates and maintains cost and change management records, progress reports, project records, etc., as required.
Will interface with the client and upper-level management, and various stakeholders at a major airport, coordinating construction activities in an active aircraft movement area environment.
What Required Skills You'll Bring:
Bachelor's degree in a technical or construction related field (or equivalent work experience)
10+ years related work experience is required
3 years in a leadership role at a field site
Enrollment in PM certification program is preferred, but not required.
Proven ability to perform in a lead capacity
Excellent written and oral communications skills
Familiarity of industry practices and regulations are required
Demonstrated knowledge of multiple project delivery methods, including but not limited to Design-Bid-Build, Design-Build, and CMR contracts and their execution.
Knowledge of and experience in reviewing and understanding a contractor’s Safety Plan and QC Plan. Must also have experience in reviewing and overseeing a Document Control Plan, and development/utilization of a Project Procedures Manual.
Previous experience directing, coordinating, and supervising a CM field staff including multiple Resident Engineers, Assistant Resident Engineers, Project/Office Engineers, Document Control Clerks, and Field Inspectors.
Knowledge of scheduling, spreadsheet, document, and database software (such as PMWeb, P6, Microsoft Office package, and others).

Salary Range:
$96,400.00 - $168,700.00
