JOB DESCRIPTION: Manager of construction of a large capital project, responsible for coordinating efforts of the contractor(s), with the owner, airport operations and all stakeholders, during construction, closeout, and occupancy.
Supervise and lead a team of multiple Resident Engineers, Project and Office Engineers, Project Controls Staff, Inspectors and Safety Coordinators to ensure compliance with Program Procedures and contractual requirements.
Responsible for evaluating the progress and quality of construction activities in conformance with approved schedules and budgets.
Ensure proper review and timely approval of progress payments.
Monitor and supervise field coordination and inspection on a large capital project.
Review documents issued by design consultants for constructability, omissions, clarifications required, and for coordination between design disciplines. Recommend changes as required.
Review all construction documents against design development documents for scope, schedule and budget conformance.
Review General Conditions to suit each bid package and oversee performance of Contractor(s).
Review CM at Risk Guaranteed Maximum Price (GMP) documents.
Responsible for the completion of Resident Engineer Weekly Reports.
Ensure compliance with Quality Assurance Program by the assigned contractor(s) in concert with the Quality Assurance Coordinator.
Ensure compliance with Program Safety Requirements by the assigned contractor(s) in concert with the Program Safety Manager.
Establish and conduct weekly construction meetings (as needed).
Review schedule updates, provide guidance and approve any logic changes.
Administer and manage construction contract(s).
Determine that insurance, bonding and contracts requirements are properly executed and maintained.
Coordinate construction activities and act as the interface with local utilities and other government agencies as needed.
Oversee negotiation, preparation of and review all Miscellaneous Modifications and Change Orders on assigned project(s).
Oversee operational readiness and transition (ORAT) to client occupancy and close out for all assigned project(s).
Effective oral and written skills for client presentations, technical reporting and correspondence.
Demonstrate ability to interface with all levels of project team, client, and stakeholders.
Knowledge of construction contract administration and negotiations.
Ability to read, analyze and interpret complex documents.
Ability to respond effectively to the most sensitive inquiries or complaints.
Ability to apply principles of logical or scientific thinking to a wide range of construction problems.
Bachelor's degree in construction related field (or equivalent construction related work experience)
20+ years of widely diversified experience (including successful management experience) in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is required
Requires widely diversified knowledge of construction related processes and industry practices
Demonstrated effective managerial capability on construction projects of comparable scope and complexity is also required, as well as excellent written and oral communications skills (particularly in formal presentations to clients and upper management).
