Parsons is now hiring a Senior Project Control Engineer for our airport construction management program in Atlanta. The Senior Project Control Engineer on this program develops, implements, and maintains cost control activities on one or more large-sized projects. A heavy emphasis is placed on detailed oversight of the change management functions and overall project budget. This Senior Project Control Engineer utilizes technical expertise, team coordination, and program policies and procedures to complete complicated tasks independently, and will interact daily with multiple contractors, aviation, and management representatives.
Work under the direction of the Senior Cost Manager, Area Construction Manager, Project Manager(s) and Resident Engineer(s) to support the planning, coordination, and evaluation of project financial reporting.
Attend a variety project meetings and coordinate with team members to develop and administer the change management process. There will be a primary focus on tracking contract allowances, contingency, schedule of values, pay applications, cash flow, cost forecast, and risk analysis.
Work directly with the Senior Cost Manager to report daily, weekly, and monthly on the financial status of projects assigned.
Develop and maintain finance reports on the individual components (CGMPs) of each project. Also provide roll-up summary reports to combine the details of each component into one consolidated report.
Support Resident Engineer and Project Manager with identification and documentation of changes to the project. This includes development of cost analyses and estimates of change requests submitted by the contractor(s).
Responsible and accountable for tracking the approved project budget and for issuing appropriate progress reports as required. The reports shall include a register of completed tasks, all payments issued and the status of change management issues.
Develop accurate and timely cost forecasts with the participation of project team members. Challenge information provided by the Contractor(s) and identify the relevant factors that will ensure accurate trends and forecasts of the project-specific cash flow.
Responsible for the timely and accurate review and processing of applicable invoices from the Contractor(s). Prepares invoices for submittal to Invoice Compliance Department and recommends approval of payments to contractors.
Review monthly cost reports generated by the Contractor/CMAR and reconcile with current contractual documents (such as GMP's or CGMP's). Analyzes and reports findings to the Resident Engineer and Project Manager.
Review contractor provided procurement documents in support of the project budget. (OAF's, AAF's and CGMP's).
Take ownership of all the contractor/CMR change management issues as directed by the Resident Engineer. Follows up with the Contractor, Construction Management Staff, Program Management Staff and the Owner as needed to ensure the project change management record is accurate and changes are processed in a timely manner.
Communicate promptly and effectively to daily requests for information. This will include research and gathering information through communications with Program Management, Construction Management, and Contractor staff.
Review funding availability and validate funding for change orders, supplemental agreements, and work orders.
Maintain cost control for all project-related activities in strict adherence to the approved project budget. Participate in the development of the budget forecasts, estimates to complete and cost trends reports for the Resident Engineer and the Project Manager.
Use information technology experience to adapt and coordinate data between multiple software platforms. This includes client software requirements for daily processing of information. Current systems include PMWeb, EPMS, and Microsoft Office products.
Coordinate directly with the Resident Engineer to update the financial section of required weekly reports.
Occasional project site visits to visually link project costs being reported.
4-year degree in Engineering or Construction Management or related field (or equivalent work experience)
5+ years of related Project Controls / Cost Controls / Change Management experience
