Senior Contracts Administrator – Infrastructure – Bakersfield, California
Parsons has an immediate opening for a Senior Contracts Administrator who will perform both procurement and contract administration duties for public sector educational programs. This includes assisting in the solicitation and selection activities leading to the award of contracts for owner-required services, involving various delivery methods, and applying effective post-award contract management practices. Assists in the mitigation of changes and claims through the appropriate use of project correspondence, documentation, change management and dispute resolution processes.
This position generally reports to a Contracts Manager or the Program/Project Manager, or the equivalent, in the performance of procurement and contract administration duties for an owner’s program. The reporting relationships and responsibilities may vary depending on the scope, type and value of the program management services provided.
Administers and/or coordinates with owner’s procurement staff and counsel to develop proposal documents, preparing the requirements for the submission of proposals, the selection process, and the award and formation of owner contracts. Assists in compiling the final documents and submittals to achieve the award of a contract.
Reviews project contract documents and supports the Contracts Manager or Program/Project Manager in establishing program guidelines, processes and procedures under which the contracts will be managed by the program team. Provides an interface between the contracts department and the construction and project controls departments for the collection of records and the generation of communications on contractual issues.
Participates in the establishment of program communications and controls processes. Prepares all forms of correspondence related to contract matters, whether in initiation, or in response, to contract interpretation, notifications or compliance. Tracks and monitors correspondence to assure the timely and proper resolution to contract queries.
Understands and applies effective contract administration and change management procedures consistent with owner’s requirements and processes. Regularly communicates and coordinates with owner and other agency staff to efficiently conduct contract management and administration practices and activities.
Monitors and administers compliance with the provisions of the contract documents working with the program team.
Generates and maintains documents to support the resolution of program related issues and the timely processing of change orders and claims. Supports the Contracts Manager or Program/Project Manager in the evaluation, tracking and processing of change orders and claims.
Organizes meetings and prepares documents to report on the status of contract management activities, including change management meetings. Coordinates with the owner on contract management activities, as required to seek necessary reviews and approvals of actions and recommendations.
Coordinates with the document management personnel to develop, deploy and maintain an effective document management system and requirements providing appropriate tracking and control of all contract correspondence.
Assists in the establishment of subcontract agreements related to the company’s provision of program management services, including the administration of all business and commercial matters associated with these agreements. Coordinate with the other program team members as necessary to properly administer subcontractor’s performance to the requirements under the agreements. Collaborate with other company departments to ensure compliance to corporate policies and procedures for contract and subcontract administration.
Performs other responsibilities associated with program contract management and administration, as well as company subcontract administration as required to support program activities.
4-year degree in Business Administration, Finance, or related field and 5-10 years of contract administration experience on large scale educational programs or projects.
Experience with California public sector educational programs procurement is essential for this role.
Skills/ Competencies :
Requires a working knowledge of industry business practices in contract management and administration. Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration
