Job Description:
Parsons Corporation has an immediate opening in our Burnaby, BC office for a Traffic and Transportation Planning Engineer to work with an exciting and progressive team on various multi-modal planning studies as well as more specific road, highway, and transit projects. You will perform both conventional and moderately complex engineering investigations, applying traffic engineering fundamentals and supporting analytical tools.
In addition to gathering, analyzing and reporting on various transportation projects, you will also be able to liaise directly with clients, stakeholders, and the public through various forums. Throughout your role, you will work closely with a multi-disciplinary team consisting of engineers, modelers, planners, and communications and engagement specialists. You will also provide technical direction to junior engineering staff, lead the technical direction of critical activities, and manage small to medium sized assignments. Often involved in fast-paced projects, you must be self-motivated, a creative thinker and quick to respond to requests and tight deadlines. Writing and editing transportation related reports, coordinating and attending stakeholder and advisory committee meetings (as well as producing related materials), and contributing to project management tasks are all part of your role.
The candidate will carry out some or all of these responsibilities, which may vary on a project-by-project basis:
Be informed of trends and best practices in all forms of transportation including transit and active transportation planning.
Provide technical input for traffic signal operations analysis, traffic engineering checklists, and traffic signal design including signal timings, equipment requirements, and central systems operations.
Provide technical input towards the planning, development, and design of various intelligent transportation systems (ITS) including cameras, vehicle detection, dynamic message signs, variable speed signs, lane control systems, etc.
Contribute transportation planning knowledge and leadership to the development of transportation related programs, plans and projects. Tasks may include contribution to feasibility studies including data collection, research, multiple account evaluations, business case development, transportation planning related analysis, and reporting.
Contribute as a member of a team, identifying planning and project risks and opportunities based on analysis of data, trends, and issues.
Develop and applies various analytical tools such as intersection capacity analysis software and data analysis software to identify issues and assess potential solutions as part of traffic engineering or transportation planning studies.
Excel in preparing technical reports and deliver presentations for both internal and external stakeholders.
Develop, manage, and maintain relationships with multifaceted stakeholders; organize and coordinate advisory committees.
Demonstrate experience in public and stakeholder consultation and engagement.
Provide technical direction and mentorship to junior engineering team members.
Manage smaller to medium size projects including liaison with internal and external clients, prepare progress reports, and coordinate invoicing.
Assist in business development activities including preparing proposals and fee estimates.
Perform other responsibilities associated with this position.
Qualifications to fulfill this role include:
Degree in Civil Engineering with > 5 years of experience in Traffic Engineering and / or Transportation Planning.
Strong working knowledge of traffic signal operations and traffic signal systems, including the development of traffic signal timing plans, coordination, and system performance analysis.
Sophisticated knowledge of travel demand modelling.
Experience in the planning, design and implementation of intelligent transportation systems elements including vehicle detection systems, cameras, lane control signals, variable speed signs, dynamic message signs, etc.
Excellent written and verbal skills, with the ability to clearly present information graphically.
Proficiency in developing business cases.
Strong interpersonal, organizational and time management skills.
Strong listening skills with the ability to learn and help other staff and stakeholders arrive at a common goal.
A self-starter, comfortable working in a multidisciplinary team environment and capable of working independently with minimal supervision.
Ability to prioritize and work effectively under pressure to meet deadlines.
Preferred computer skills including standard office software (Microsoft Office suite with an emphasis on Excel applications) is required. Knowledge of In-Design, Illustrator, and other planning and design related software is helpful. Experience with SharePoint and ProjectWise is also beneficial.
Strong abilities and experience with intersection capacity analysis software including HCS, Synchro / SimTraffic, Sidra, and Arcady.
Strong abilities and experience in data analysis including development and use of data bases (e.g., MS Access) and GIS software such as ArcGIS or QGIS.
AutoCAD experience is an asset.
Class 5 Driver License.

Salary Range:
$74,800 - $139,000
