Ready to put your Aviation expertise to work at IAH, HOU, and EFD Airports in Houston? Parsons is now hiring an experienced Senior Technical Consultant to support the Domestic Terminal Redevelopment Program at IAH.
Essential job duties for role include but are not limited to:
Experience with all financial aspects of airport capital improvement program including funding, financing, project accounting, budgeting, general and administrative costs, gateway management, financial analysis, and data integrity and accuracy.
Extensive experience in contract management and lease negotiations with construction related contractors, airlines, rental car companies and concessionaires.
Extensive experience with issuance of revenue bonds and other interim debt instruments and financing tools.
Ensures the timely award and renewal of contractual services.
Develops, interprets, reviews, and recommends new or improved City and/or departmental procurement policies and procedures to ensure economy and efficiency of operation.
Researches, writes, and evaluates complex bid proposals, contracts, and specifications for the procurement of complex construction, concessions, materials, professional services, and services.
Confers with City engineering, operations, maintenance, and other technical personnel to develop detailed and technical specifications.
Establishes priorities and standards for procurement projects and contracts. Conducts pre-bid/pre-proposal meetings and explains and interprets specifications and standards to vendors, department, and City officials.
Ensures bid invitations are published and bid opening dates are advertised. Interprets, evaluates, and reviews bids, contracts and proposals for content and conformance to specifications.
Reviews bids for conformity to contract requirements and determines acceptable bids.
10-15 years combined professional experience in project management. Degree or equivalent work experience
This position pays a minimum hourly rate of $47.50 and a maximum hourly rate of $83.13.
