The Director of Business Development for Assured Position Navigation & Timing (APNT) is a trusted member of our growth organization tasked with developing market entry, pursuit, and business strategies designed to expand Parsons’ organic APNT offerings across government and commercial sectors. The individual will partner with P&L business leaders in our Spectrum Dominance portfolio to develop go to market strategies for unique Position Navigation & Timing solutions and products. This position requires an individual with experience in the Federal marketplace (e.g. government customers as well as Original Equipment Manufacturers and integrators).
The successful candidate will lead the “go to market” activities for Parsons’ organic APNT offerings to include, but not limited to customer identification & engagement, opportunity qualification and RFP / Solution development. The individual will be expected to engage in senior level discussions both internal to the company, across industry, and within the customer space. Overall success will be based on the development of new customers, creation of program(s)s of record, and year-over-year growth in alignment Parsons’ Defense & Intelligence (D&I) strategy. Finally, the successful candidate will be a self-starter, operate independently, and lead matrixed resources in pursuit of corporate and sector strategies.
This position is based in Centreville, Virginia and primarily supports customers across the Washington, DC metro area. Travel may be required to cultivate new and ongoing business endeavors. The successful candidate will work from our offices on classified pursuits and can work from home on unclassified pursuits.
What You'll Be Doing:
This position drives customer development and new business opportunity growth pursuits and recommends winning new business acquisition phases through to closure.
Have a strong network of customer and industry contacts and must be familiar with the DoD and Intelligence customer's major programs and upcoming initiatives as they specifically relate to Position Navigation and Timing.
Develop and implement a strategic product sales plan(s) to achieve company growth and book-to-bill goals.
Participate in capabilities demonstrations at customer and industry events.
Analyze market trends and competitor activity to help provide detailed sales forecasting.
Executes long-term business and marketing strategies for new products and offerings.
Establishes and cultivates winning collaboration with senior business development and P&L leadership as well as program, technical solution architects, finance, pricing, staffing, contracts and procurement.
Must be able to estimate and manage pursuit and bid budgets effectively.
What Required Skills You'll Bring:
12-15+ years of experience in a sales role for products and solutions to Federal and adjacent customers, including original equipment manufacturers (OEMs).
5+ years of experience supporting solutions for Position Navigation & Timing products, customers, and use cases.
5+ years of U.S. Federal (DoD and/or IC) business development experience, to include: business development, or capture management; experience in a large business preferred, but not required.
Demonstrated knowledge of, and relationships in, U.S. Federal PNT communities, including but not limited to: Department of Defense (DOD)- U.S. Army (PEO IEWS & PM-PNT), U.S. Navy (Naval Research Laboratory & Naval Information Warfare Center (NIWC) Atlantic, U.S. Air Force (Air Force Research Laboratory).
Knowledge of key technologies and capabilities related to, but not limited to: PNT Modernization activities / programs, Joint Precision Airdrop System (JPADS), Dismounted APNT (DAPS) and Mounted Assured Positioning, Navigation, and Timing (DAPS) programs.
Experience with civil PNT requirements (e.g. Department of Transportation) is also valuable.
Demonstrated relationships with key Original Equipment Manufacturers (OEMs) in the PNT eco-system and the ability to leverage them for sales & engagements.
A proven track record of successfully opening doors, building sales pipelines, and converting product sales to drive explosive growth.
4-year degree is preferred with a focus in Engineering, Business, Government or related
Experience in capture management, with a deep understanding of the DoD acquisition lifecycle
A thorough understanding of proposal pricing, contract terminology, negotiations with potential clients, and the Company's policies and business objectives
Strong written and oral communication skills, including excellent presentation skills.

$148,400.00 - $267,100.00
