Position Overview:

Parsons is now hiring a Director of Contracts New Business to work as an individual Contributor in supporting our Proposal Development and New Contracts efforts. This position enables you to combine your knowledge of Contracts and Proposal Management experience to work on Proposal Development for Contracts. You will be tasked to support, supervise, and mentor our Proposal team. This position will involve working on Proposals 100% of the time.

You will be responsible for negotiation of the most significant contracts or contract modifications, often under difficult conditions. You must be fully knowledgeable of all legal, business, financial, and long-term implication of prime contract negotiation and maintenance. Developing positive relationships with current and future customers is imperative in this role. Travel to the client's offices or to the project site may be required, either before the contract receives final approval or during the life of the contract.


  • Effectively support proposal large complex RFPs, including shaping, strategic positioning, risk analysis and pricing strategy.

  • Participate in Independent Cost Estimating teams

  • Effectively team with the Market Lead, Market BD Lead and Market Finance Lead to achieve all the goals /objectives as it relates to their new business pipelines

  • Negotiates the significant contracts or contract modifications, often under difficult conditions.

  • Draws upon broad prior experience to effectively negotiate the most favor terms and conditions with prospective and current clients while achieving Company objectives.

  • Identifies risks and contractual terms not conforming to Company policy.

  • Participates in Division, Company, and Corporate strategic planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, participation in business plan development, etc.).

  • Selects personnel, makes staffing assignments, supervises work produced to ensure consistent high-quality performance.

  • Provides training and development for personnel assigned

  • Maintains an active participation in related professional societies to keep abreast of relevant contractual issues.

Requirements :

  • JD in Law or bachelor’s degree in Business Administration, Finance, or related field

  • 15+ years of prime contract administration experience.

  • 10+ years of Proposal Management experience

  • Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts

  • Possess strong written and oral communication skills, excellent interpersonal skills

  • Working knowledge of PC software packages typically associated with contract administration

  • Must be capable of independently negotiating the most complex contractual issues

  • Proven ability for managing and directing work involving complex situations

This position pays a minimum annual salary of $145,500.00 and a maximum annual salary of $261,900.00.
