Global Benefits Director
The Global Benefits Director will join the People Benefits team and will be responsible for managing the design, administration, and promotion of Parsons benefits program. This role requires balancing market priorities to retain talent in the context of the strategic design of the program and plan compliance. The ideal candidate has aspiration and capability to be the successor to the VP, Global Benefits.
Provides leadership, guidance and direction regarding benefit plan design, implementation, and administration.
Works with the benefit consultants/brokers to secure all US Health and Welfare Benefits Plans including medical, dental, vision, life, disability, voluntary plans and Health Savings Account and Flexible Savings Accounts, including the health and welfare plans for US-expatriate employees
Manages the health and welfare programs for all international plans including Canada, UK, and the Middle East Region.
Oversees and directs annual U.S. open enrollment, including Workday systems configuration, testing and employee communications
Manages the administration of the qualified defined contribution plan
Manages the annual Parsons Scholarship Programs
Manages leave benefits and administration
Manages the wellness program, including program design and administration
Administrators the Executive Benefits Program
Ensures compliance with federal, state, and local regulations
Manages ACA compliance, including reporting and ensures the administration of the medical plans adheres to ACA requirements
Prepares quarterly SOX control certifications for the self-insured plans and 401k match and contribution constructs
Supports annual audits to validate benefit costs charged to government projects
Supplies Payroll and Corporate Controller monthly benefit enrollment to support cost allocations to the businesses and research cost variances
Oversees and approves monthly benefit invoices
Files and manages annual federal tax reporting forms
Partners and collaborates with cross functional teams including HRIS/IT, Finance, Payroll, Auditors
Ensures all legally required plan documents, Summary of Benefit Coverages, Summary Plan Descriptions and Evidence of Coverages are accurate and distributed as legally required
Develops marketing and communication content delivering strong branding of benefits
Routinely completes competitive analysis of benefits
Manages M&A benefit due diligence and integration
Primary contact and business partner on all initiatives related to benefits

Education and Experience
Minimum 10 years of experience managing Corporate Benefit Programs
Global benefit experience
Federal Government Contracting Industry experience
Bachelor's Degree in HR, Business, or a related field
Experience with Workday Human Capital Administration, with a focus on Benefit Module
Strong organization, analytical and prioritization skills
Proficient in Microsoft Excel
Strong attention to detail and accuracy
Excellent interpersonal skills with the ability to effectively communicate verbally and in writing with all levels of management and staff
In depth knowledge of health and welfare plans, defined contribution plans with demonstrated ability to explain, apply and understand analysis techniques, benefit plan design and employee benefit laws
Knowledge of pertinent and state regulations regarding benefits administration including ERISA, COBRA, ACA, HIPAA, FMLA, DOL and other industry legislation
Knowledge of Federal Contracting benefit design and cost recovery
