Job Description:

Parsons is looking for an amazingly talented Business Development Manager to join our team! In this role, you will get to drive growth in the critical sector of chemical and biological defense, biosurveillance and biosecurity, and health information technology for our Department of Defense (DoD) and Federal Civilian clients.

What You'll Be Doing:

  • Implement a go-to-market strategy for new clients and develop capture strategies in collaboration with operations and management.

  • Split responsibilities with an estimated 50% focus on Business Development and 50% on Capture Management.

  • Develop and deliver an annual sales plan consistent with growth objectives.

  • Effectively communicate growth strategy to senior leadership.

  • Own opportunities from identifying leads through contract and task order close, including leading proposal efforts, establishing schedules, facilitating meetings, identifying SMEs, developing win themes, and conducting color team reviews.

  • Establish and maintain client relationships and teaming partnerships in support of ongoing sales.

  • Effectively negotiate contracts and teaming arrangements.

  • Keep abreast of market and industry trends to understand price-to-win and adjacent growth opportunities.

  • Maintain a CRM database of key client contact information, competitor capabilities, and commercial competitiveness.

  • Understand our competitors’ capabilities and devise plans to position the company to be successful in pursuits aligned with our capabilities.

  • Mentor and coach operational personnel engaging in Business Development activities to enhance their skills, knowledge, and effectiveness in identifying and capturing new business opportunities.

  • Support and coordinate with the Operations team to ensure a robust doer/seller program to bolster business development efforts.

  • Follow up on ongoing sales to ensure we are delivering on our promises.

  • Identify and develop technical conference participation in alignment with market growth strategy.

  • Contribute to and oversee the creation and dissemination of high-quality marketing materials and winning proposals.

What Required Skills You'll Bring:

  • BS degree in Engineering, Health/Life Sciences, or Business (or equivalent).

  • Minimum of 10 years of diversified experience, primarily in a business development/capture capacity, in the chemical and biological defense, biosurveillance and biosecurity, and health information technology market across defense and federal civilian organizations.

  • Recent experience working on winning proposals with scope related to biosurveillance, chemical and biological defense research, artificial intelligence, robotics, autonomous systems, biosensors, and operational mission experience.

  • Proven track record in selling both services and technology solutions to defense and federal civilian customers including the DoD and services, HHS, and DHS.

  • Demonstrated ability to develop and execute successful capture plans.

  • Strong client relationships and the ability to interface at all levels within client organizations, particularly with chemical and biological defense and biosurveillance customers.

  • Ability to develop comprehensive client account strategies to produce winning results and maximize fair share of existing IDIQs.

  • Understanding of current trends in chemical and biological defense, biosurveillance, and differentiated solutions and technologies in this space.

  • Experience with Salesforce CRM for developing pipeline growth and action across all opportunities.

Salary Range:

$140,700.00 - $253,300.00

This position is eligible for incentive compensation.
