Parsons is seeking a Senior Program Management Information Systems (PMIS) Application Specialist, to provide assistance to the customer in utilizing and integrating new technologies that support engineering and construction projects and programs. The candidate can work remotely anywhere in the US
As a Senior PMIS Application Specialist, you will support the design and implementation of complex IT projects (i.e, $2M or more), including application development projects, infrastructure or mobilization solutions or a combination of such projects. These projects will require understanding and experience with engineering/construction program and project controls process, capital planning and budgeting process, as well as documentation control, construction and contracts management processes.
Responsible to engage in proposal & business development support outlining technology solutions; and the consulting, managing of delivery of IT services for our clients.
Candidate must help define business needs, propose solutions and help prepare budgets and schedules and identify resources for the work at hand. The work will focus on supporting various Program Management Information Systems including e-Builder, Kahua, Oracle Primavera Unifier, Contract Manager or P6, PMWeb, Procore, Aconex and in-house developed systems. The work will include application deployments and full technical support/administration of these applications in a distributed computing or cloud environment. You may also supervise a team that helps to perform and deliver this work.
Further responsibilities include customer support, working with the Parsons Program/Project Managers and its Sub Consultants. Define and document workflows, provide guidance, and implement system needs to optimize and automate project and program controls functions to the extent possible. This candidate must proactively develop relationships, identify opportunities to add value, engage team members as needed, and ensure delivery to our clients.
Perform Business Analyst duties for our client's by leveraging previous PMIS and associated application experience. Duties will include working with our clients in the strategic design process to translate business needs into technical project management solutions leveraging the selected toolset.
Provides remote and in-person support to clients.
4-year degree in Computer Science (or related certificate curriculum or equivalent work experience ) and 10-15 years of progressive experience in business analysis, system architecture and project management of large application or IT infrastructure projects.
Project Management Institute Project Management Professional (PMP) is preferred.
Must have experience implementing PMIS systems like the following: Oracle Primavera Unifier, Oracle Primavera Contract Manager, e-Builder, Kahua, Meridian Prolog or Proliance, Ecosys, Aconex, Procore, EADOC and PMWeb.
Report and Business Intelligence visualization development skills using multiple toolsets such as SSRS, InfoMaker, Tableau, Qlik, Power BI, Cognos and Oracle BI.
General administration duties for Program Management Information Systems Applications
Extensive experience identifying requirements via industry standard analysis techniques such as data flow modeling, workflow analysis, business process modeling, component diagrams and functional decomposition analysis required. Hands on experience with one or more software products that support the above methodologies required.
Strong business background with understanding of the process used for business analysis planning. Ability to mentor junior members of the team in the various business analysis phases.
An understanding of the business use of specific business applications and technologies as well as the business implications of implementing those technologies, including both the business case for using them and the risks associated with their use.
Written and oral communication skills appropriate for the position, including the ability to speak with authority on technical issues in various professional settings and to persuade listeners regarding best approach to resolving user's problem (may include communication via telephone, in person, presenting to large groups, community events). Ability to write complex documents (may include policies and procedures and presentations). Communicates with a wide variety of individuals (employees and all levels of management) throughout the organization and outside of the organization (i.e. clients, vendors).
Knowledge and experience with a wide variety of computer, communications, and applications technologies and tools available within the engineering and construction industry
Understanding standard business processes used in the construction industry

Effective negotiation and consensus building skills.
IS general help desk and strong trouble shooting skills
