Job Description:

The Position

Parsons is seeking a Senior Project Manager to lead a long-term construction project with the Federal Government to build a new explosive decontamination chamber at the Holston Army Ammunition Plant. You will be responsible for the scope development, scope management and commercial performance of this firm-fixed-price design-build project. The role will require planning and defining program goals along with methods to accomplish them; design-to budget management; subcontractor management; develop in-depth knowledge of client objectives, contract terms, and corporate policies.

The Project:

The Explosive Decontamination Chamber (EDC) is a 36-month long design-build project at the Holston Army Ammunition Plant (HSAAP) located in Kingsport, TN. If you’re a Project Manager with Federal design-build experience looking for a challenge, then Parsons has a challenge for you. This position will serve as the leading role for Parsons design-build team delivering a n explosive waste disposal project to the US Army Corps of Engineer’s Norfolk District . The EDC Facility will be able to process the explosive waste generated at HSAAP in an efficient, emissions controlled thermal treatment system, that is compliant with plant operating permits and Army policy and will ultimately reduce/eliminate the open burning conducted at HSAAP. The new facility requires a disciplined design and rigorous permitting approach to support the construction and commissioning effort. Backed by an exceptional Parsons project team as well as key teamed subcontract partners, this role will provide administrative and technical management across all aspects of project delivery including design management, cost, schedule, safety, and quality. The Project Manager functions as the point person for the project and steers the project forward. This complex design-build project is heavy process related and requires hands on management for a 3 year performance duration.

What You'll Be Doing:

  • Leadership role and turnkey responsibility to execute this complex design-build project for the US Army Corps of Engineers .

  • Management, tracking and reporting of all key performance indicators for project success including safety, quality control, schedule, and financial performance metrics.

  • Collaborate and provide leadership to directly manage successful design to budget and schedule for in-house design success.

  • Identify design and construction risks along with project specific mitigation strategies. Will manage project risk profile within the company’s corporate risk and control framework to govern, assess, mitigate, and manage operational and financial risks at the task and project level.

  • Support strategic planning in conjunction with the Business Unit Leadership.

  • Assess present and future project needs, trends, and challenges; determine resources required to meet project objectives; direct efforts to acquire and retain necessary resources to meet project performance metrics.

  • Travel (20+%) is required.

What Required Skills You'll Bring:

  • Bachelor’s degree in a related field (or equivalent experience).

  • Advanced degree in management or related field is preferred.

  • Professional registration or certification is preferred (PE, PMP, CCM)

  • Must be able to be on-site in Kingsport, TN once the construction phase kicks off.

  • Must be a US Citizen and be able to pass NCIS background check to gain site accesses

What Desired Skills You'll Bring:

  • 12+ years of broad and diversified experience with a proven reputation across North America for design-build construction management.

  • Prior experience managing $80+ Million at-risk industrial construction project(s) highly desired.

  • Experience with P&L management.

  • Experience with FAR preferred.

  • Prior experience with explosive ordnance permitting a plus.

  • Proven ability for managing a large and diverse group of construction personnel and for providing direction for resolving complex work assignments.

  • At-Risk construction experience for large lump sum, firm-fixed price project opportunities required.

  • Experience with pricing strategy and negotiation techniques.

  • Demonstrated proficiency in management and client relations skills.

  • Ability to effectively solve complex problems and exercises excellent judgment regarding engaging senior management involvement in significant issues.

  • Excellent written and oral communication skills, including the ability to make effective presentations and conduct focused briefings.

  • Demonstrate a high level of competency in strategic thinking, talent development, inspiring and influencing others, collaboration, situational agility, global / industry awareness, and sound judgment.

Salary Range:

$110,600.00 - $199,100.00
