Assists in implementation of Parsons Supplier Diversity initiatives. Supports the Director, Supplier Diversity to promote utilization of a diverse supplier base across Parson Federal and commercial markets. The position may require engagement in the procurement and subcontracting process as well as support of new and existing business requirements. The incumbent at this level has experience and can work independently to promote compliance with client and corporate requirements. A willingness to travel to a subcontractor's facility or for Outreach events may be required.
Prepares recommended source lists of qualified subcontractors, drawing upon their past performance experience.
Assist in preparation of Request for Proposals and verifies accuracy and completeness of the Supplier Diversity or Small Business provisions in proposal packages. Interfaces with affected groups to clarify and ensure that all necessary data has been included.
Validates business size status on potential and existing suppliers.
Develop and/or assist with development of Subcontracting Plans including percentages and dollar goals for participation of SB concerns for Federal Agency contracts, proposals, and modifications.
Reviews subcontract documents and amendments, including identification and inclusion of flow-down requirements from the prime contract. Ensures that terms and conditions will be appropriate for small business or supplier diversity initiatives. .
Prepares reports and contractual correspondence for project management and client. Maintains accurate tracking records tailored to the utilization of diversity suppliers.
Data collection and analysis. Maintains and updates records for potential internal and client audits. .
Coordination and participation in Outreach (trade fairs, networking events, etc).
Response and disposition of inquiries from diversity suppliers interested in working with Parsons.
Performs other responsibilities associated with this position as may be appropriate
Travels to a subcontractor's facility or for Outreach events may be required.
Bachelor's Degree in Business Administration or Political Science (or related field) and typically 4+ years of related work experience involving typical procurement activities, including subcontracting.
A working knowledge of Federal acquisition processes and regulations is required, particularly knowledge of the Federal Acquisition Regulations as related to Small and Socioeconomic business programs
Excellent written and oral communications skills
Working knowledge of PC software packages typically associated with procurement
Ability to effectively navigate corporate relationships at all levels.
