Job Description:

The Lead Classification Management Officer will provide comprehensive classification management support to NRO Directorates and Offices. They will assist and advise the Government in promulgating and implementing information security marking, handling, disseminating, protecting, sharing, and releasing requirements in accordance with National Security guidelines and directives and in accordance with NRO ICD 710, Classification and Control Markings System.

In addition, the CMO will:

  • Use, create, update, and maintain classification guides for all NRO systems and programs in their area of assignment

  • Administer security classification guidance and perform document and classification reviews

  • Provide advice and guidance to Government and Contractor personnel regarding proper classification marking protocols

  • Provide support to staff elements for foreign disclosure guidance on the proper procedures and requirements for the release of US classified information to foreign mission partners

  • Consult users of classification guides for input when developing or updating guides

  • Communicate within NRO and with other agencies that are developing guidelines for similar activities to ensure the consistency and uniformity of classification decisions aimed at protecting NRO assets, sources, and methods

  • Maintain a list of NRO classification guides currently in use

  • Analyze, review, and prepare responses to requests from the NRO Directorates and Offices (e.g., Information Access and Release Team actions, Freedom of Information Act (FOIA) requests, prepublication reviews, mandatory declassification reviews, etc.)

  • Implement the process for the National Disclosure Policy (NDP) in support of field and staff elements

  • Assist program security with classification determination decisions related to security incidents and data spills

  • Participate in classification management working groups and other meetings, as directed

Essential Experience and Skills:

  • Must possess a current TS/SCI w/ CI poly clearance or higher

  • Bachelor’s Degree and 8 years of CMO experience; or Master's Degree and 5 years of CMO experience; or Associate's Degree and 12 years of CMO experience

  • Thorough knowledge of Controlled Access Program Coordination Office (CAPCO) requirements

  • Excellent writing and research skills to create appropriate protection guidance for NRO programs and assets

  • Ability to identify and assess multiple sources for classification determinations

  • Ability to handle complex classification issues

  • Ability to analyze complex information, independently take appropriate actions, and review and approve recommendations from others

  • Experience drafting or implementing broad classification management guidance and policy at the department, agency, or IC level

  • Demonstrated expertise in classification management and portion marking

  • Ability to effectively provide classification guidance to Level-I and Level-II CMO
