Job Description:

The Lead PSO will carry out the pertinent security requirements and establish a secure mission environment in accordance with National Security guidelines and Intelligence Community Directives (NRO ICDs). They will implement national program security policy directives throughout each phase of the acquisition cycle (i.e., research and development, testing, production, delivery, integration, launch, operations, and closeout) and for providing security guidance concerning personnel, physical, operational, technical, information, industrial, counterintelligence, and computer security issues to government and contractor personnel. They will support security sponsors for numerous sensitive compartmented information facilities (SCIFs) throughout the United States and perform regular assessments of SCIF efficacy in protecting NRO information.

In addition, the Lead PSO will:

  • Provide day-to-day security advice and guidance to government and contractors concerning personnel, physical, operational, technical, information, industrial, counterintelligence, and computer security issues

  • Administer/provide security classification guidance and perform document and classification reviews, to include Freedom of Information Act (FOIA) and pre-publication review requests

  • Assist in the development of security policies and implementation procedures

  • Participate in technical design reviews, working groups, and other groups as needed to support the security mission

  • Provide effective system-level security support associated with launch and launch planning activities, including ground and launch site support and operations

  • Write, review, and/or evaluate security proposals and plans (e.g., Operational Security (OPSEC) Plans, Program Protection Plans, Classification Guides, DD 254’s, Contract Data Classification Worksheets, etc.) focusing on safety and security of personnel, assets, resources, and mission

  • Support threat, risk, and vulnerability assessments and assist with the development of mitigation plans that reduce or remediate adverse findings

  • Respond to actions that are security related or assigned to Security

  • Support security briefings, SCI indoctrinations and debriefings, and personnel in-processing and out-processing transactions (e.g., NRO Account Action Process (NAAP) requests, Automated Out-processing and Relocation System (AORS), NRO badge requests, suite access requests, etc.)

  • Respond promptly to customer service needs and requirements for program security support

  • Provide security incident response support to include preliminary investigation, appropriate notification(s), accurate documentation, and timely resolution

  • Maintain and update program security files and associated databases (e.g., NRO Security Log, Access Polygraph Investigative Collection System (APICS), Facility and Information Security (INFOSEC) Accreditation Tool (FIAT), CINet, etc.)

  • Provide personnel security support to program sponsored individuals to include receiving, documenting, and forwarding as appropriate reportable personal security information

  • Monitor the implementation of Government security requirements for Government and Industry facilities accreditation and information systems certification and accreditation

  • The Contractor shall liaise with the NRO Directorates and Offices to facilitate analysis and support for program activities

  • Assist the Government in the development and execution of vulnerability and risk assessments and mitigations

  • Coordinate security issues, when appropriate, with internal and external mission partner organizations

  • Assist the Government with the establishment and implementation of continuity of operations planning (COOP) activities

  • Develop program specific security education material and information

  • Develop and execute protection strategies for existing programs, developing programs, or new concepts

  • Provide support to staff elements for foreign disclosure guidance on the proper procedures and requirements for the release of US classified information to foreign mission partners

  • Support the process for the National Disclosure Policy (NDP) for field and staff elements

  • Assist the Government in the NRO Integrated Security Assessment Program (ISAP)

  • Visit industrial facilities (as appropriate), assess the security program effectiveness and SCIF efficacy in protecting NRO information, and document visits and trip reports in FIAT or as directed by the Government security manager

  • Provide daily support to the customer on the proper handling, dispatching, couriering, and marking of classified and unclassified documents in accordance with referenced executive orders, directives, and instructions

  • Promote innovation and efficiency in areas of security support

  • Organize work so that taskings, projects, and assignments are completed in a timely manner and according to deadlines

  • Support SCI and special access programs (SAPs) for legacy and evolving programs

  • Process NRO Sensitive Compartmented Information (SCI) visit requests to include IC and Defense visits

  • Process NRO access requests, ensuring proper paperwork is prepared and submitted, e.g., clearance requests for access (RFAs)

  • Support the resolution of access and clearance issues that require checking various NRO and Community databases, as well as updating and ensuring the accuracy of various government security databases

  • Provide ad hoc security support (e.g., security support to large conferences and other program activities as directed by the GPOC)

  • Provide analytical support to assist with the research, development, coordination, maintenance, review, and revision of NRO policies

  • Conduct future studies using exposure analysis, cost benefit and utility analysis, risk analysis, risk management, and vulnerability studies at the direction of the COTR or government task lead.

Essential Experience and Skills:

  • Must possess a current TS/SCI w CI Poly clearance

  • Bachelor’s Degree and 8 years of PSO experience; or Master's Degree and 5 years of PSO experience; or Associate's Degree and 12 years of PSO experience

  • Thorough IC security experience, across multiple security disciplines

  • Demonstrated ability to work high-level, complex, or sensitive security issues thoroughly and with discretion

  • Outstanding interpersonal skills

  • Demonstrated ability to establish effective working relationships with other Government agencies and mission partners

  • Demonstrated ability to identify and assess multiple sources for classification determinations

  • Substantive experience providing risk-managed security recommendations to program managers in support of secure and successful mission accomplishment

  • Ability to handle complex security and classification issues

  • Ability to analyze complex information, independently take appropriate actions, and review and approve recommendations from others

  • Demonstrated ability to effectively communicate one-on-one or in large groups

  • Consistently delivers articulate and effective briefings/presentations on complex topics to groups that may be large and/or include high-level decision makers

  • Demonstrated ability to prioritize competing requirements and Requirements and managing long-term Requirements as well as short-term obligations

Must be able to obtain, maintain and/or currently possess a security clearance.
