Job Description:
The PM will oversee the Contractor's work across all CLINs under this contract. They primary interface between the Government and the Contractor staff and will work collaboratively with the Government to ensure the requirements of the Valdo program are delivered. They will manage the level of effort and cost, and all contractor, subcontractor, and consultant staff assigned to this contract as well as make the Contractor's corporate leadership aware of contract performance and any resource issues. The PM will maintain effective communications with the Government Points of Contact (GPOCs). They will work with the Contracting Officer's Technical Representative (COTR) on all matters related to the activities of the SOW. They will be the formal conduit between the NRO and the Contractor's team. In addition, the PM will:
Fill vacant requirements within 45 calendar days
Ensure qualified contractor personnel are SCI cleared, available, adequately organized, and on staff per the applicable key personnel and availability requirements
Develop a process for providing contractor personnel, matching contractor personnel to work areas, retaining, replacing and/or removing contractor personnel when required
Develop a methodology for assessing priorities and resources when resolving conflicting project requirements
Ensure services are performed with a depth of knowledge and necessary skill sets required to be effective within matrixed assignments, which includes the necessary domain knowledge of technical aspects of the SOW requirements and tasks they are supporting
Notify the COTR and the CO in writing in advance of anticipated resource changes if a contract modification is required to meet the requirements
Report issues and concerns to the COTR in an accurate and timely fashion
Notify the COTR immediately for any security incidents, infraction, or violations
Ensure compliance with the OCI plan and required certifications
Ensure all SOW requirements are delivered in accordance with the PMP with a focus on efficiency, timeliness, and quality
Perform program control activities ensuring appropriate program progress reports, financial performance reports, and other contractual performance information are provided, as stipulated in the contract, in a timely manner
Manage the contract to ensure all tasks are accomplished in a timely manner
Deliver briefing preparation material and presentation regarding the program and attend NRO enterprise-level meetings as required
Work with GPOCs to identify resource requirements, the Contractor PM shall coordinate all in-scope resource changes with the COTR
Manage subcontracts so as to efficiently deliver required support to the Government
Implement a one-team approach with prime and subcontractor personnel representing this contract with the intent to reduce Government oversight and exchanges
Provide recommendations, guidance, and other support for effective project management processes to resources
Essential Experience and Skills:
Must possess a current TS/SCI w/ CI Poly
Master’s degree
At least five years of relevant experience in program or project management
Experience in personnel management across a geographically dispersed workforce
Experience in personnel management across multiple functional areas
Acquisition Professional Development Program (ADPD) or Defense Authorization Workforce Improvement Act (DAWIA) Level 3 Certification in Program Management or Civilian Equivalent (i.e. program Management Professional Level 3)
Must be able to obtain, maintain and/or currently possess a security clearance.
