POSITION OVERVIEW :
This position provides business development leadership and direction for the United States Space and Geospatial market sector for Parsons Federal Solutions. The job requires technical, policy and programmatic understanding of the newly formed Space Force and its implications to the United States' space mission as well as other supporting agencies. The successful candidate will be competent in business development best practices and demonstrate the ability to create and execute strategies that position the company for growth.
You will be responsible for leading the definition of technical solutions and high value disruptive offerings in responses to customer solicitations for new business. You will hire, mentor, and develop leadership within the operational business area, as well as within the existing business development team. Travel is required when necessary to meet with and cultivate new customers and to collaborate with operational staff at relevant locations including Wash DC, Denver, Colorado Springs, Huntsville, and Los Angles.
Typical responsibilities include managing major client accounts, establishing, and leading capture teams, submitting winning proposals and managing related budget expenditures. This position requires regularly interfaces with upper-level management and client personnel.
The ideal location for this this job is in our Chantilly, VA or Colorado Springs, CO offices but for the right candidate a remote option is possible.
SPECIFIC RESPONSIBILITIES :
Keeps abreast of overall business trends, particularly the current business climate to include changes in customer policies and priorities.
Define and execute market development campaign(s) to better position the company in the Space Force, GEOINT and related markets. Leverage expertise in the Department of Defense, Intelligence, space and cyber policies and doctrine development to identify future business opportunities. Define and Develop investment strategies to advance company technology and capabilities to better position the company to win and perform this work.
Manage and lead a focused account executive team and interface with shared resources in proposal operations, marketing, engineering, and functional teams.
Manage various related overhead budgets to include marketing, bid and proposal and R&D accounts.
Support on-going tactical efforts to pursue related space force, GEOINT and cyber offerings, as these existing efforts will become adjacent capabilities to this new space force development.
Comply with special security handling requirements for these types of programs and ensure company market development strategies accommodate and enhance our security posture.
Work collaboratively across the federal division to identify existing capabilities that can support new market development efforts. Develop professional relationships with members of legacy activities and help the staff transition existing capabilities to new capabilities.
Identifies potential clients within area of specialty and develops sales strategy. Understands and responds to potential clients' needs and objectives.
Provides leadership and guidance to proposal teams from inception to completion. Oversees the development of the pricing structure, as well as other contract terms and conditions.
Negotiates contracts, including non-disclosure, teaming and technology sharing agreements with clients and partners.
4-year degree in Engineering, Science or Business (or equivalent) and least 15+ years of diversified experience, primarily within the business development realm of a large, multinational company, is required.
Requires technical competencies with space systems, remote sensing, data analytics, joint battle management and command and control, complex network, and data processing, cyber, and EW development and operations.
Proven track record of selling and delivering technical services to the USAF, US Space Force, and US Cyber Command.
Must be eligible to obtain and maintain or currently possess a Top-Secret SCI Poly clearance.
A thorough understanding of proposal pricing, contract terminology, negotiations with potential clients, and the Company's policies ad business objectives, is required. , Understand the DoD and appropriate authorities, policies, and doctrine implementation. The candidate must possess excellent written and oral communication skills, including excellent presentation skills. In addition, an exceptional ability to represent the Company favorably, to develop new clients, and to negotiate with key members of other firms, is also required.
