Job Description:
Ready to use your technical skills in a Security Specialist position? Are you experienced with a variety of techniques and analyses within the Safeguards and Security (S&S) technical area? Parsons is now hiring a Security Specialist, with emerging experience in all aspects of the security disciplines including personnel, physical, operations, industrial, communications, information, and information technology security.
Job Description:
The Technical Security Analyst will provide support to the Personnel Security Division’s Adjudications Branch. The Customer's Security, Personnel Security Division, Adjudications Branch employs Government adjudicators and Team Chiefs (TC) who task data collectors; review security files; analyze data; provide status checks on cases to management and others; research security issues; interview subjects; and liaise with polygraph, investigative and case processing colleagues. Technical Security Analysts advise PSD management on all technical security issues that affect PSD and its customers. The Analysts must be attentive to detail; able to maintain confidentiality of assets and information pertaining to personnel security; and able to elicit articulate and document information in a well-organized manner.
In addition, the Technical Security Analyst will:
Interface between Government agencies and industrial organizations for obtaining, verifying, and providing access to Customer programs
Update the security clearance database and Security Clearance Tool (SCT)
Support an annual file audit
Maintain accuracy of customer’s SCT records, e.g., briefing and debriefing dates, tracking/non-tracking etc
Conduct personnel clearance verification
Use multiple Customer, DOD and IC databases including but not limited to: SCT, DISS, Scattered Castles
Provide operations support to Government and Contractor personnel with the use of custom database/web applications (including but not limited to the Security Clearance Module, Continuous Evaluation Tool, Case Tracking Tool, OPM Portal, e-QIP, SSRDB (ends when SSRDB is replaced), Scattered Castles, Signal Flags)
Maintain the integrity of production data through database routine SQL statements (insert, update, delete, and query) and produce custom SQL reports to satisfy customer’s processing, statistical, operational, and ad hoc needs
Custom application user account administration and application user assistance; ensure database confidentiality, integrity, and availability; create and run database reports; function as a software implementation liaison, coordinating with developers throughout development lifecycle; and be able to troubleshoot IT issues and SQL queries
Provide customer and help desk support to PSD Security Clearance Module users. Security Clearance Module support activities to include:
Provide customer and help desk support to Customer-sponsored users of Scattered Castles
Create and maintain user accounts and access privileges
Provide Security Clearance Module training to users
Maintain production data integrity through database inserts, updates, delete, and query privileges
Perform comprehensive testing, including beta, factory acceptance, site acceptance, and user acceptance of the Security Clearance Module upgrade software
Perform daily transfers of Security Clearance Module data into the IC Scattered Castles database
Create custom reports for PSD Security Clearance Module users. The Contractor shall provide routine, pre-established weekly and monthly reports to PSD management
Serve as software implementation liaison, coordinating with developers throughout the development lifecycle
Provide technical support and assistance to the OS&CI/PSD/Front Office technical staff for the integration of polygraph related data, with the Security Clearance Module within the TALON database application
Attend Government-furnished training on the computerized polygraph instrument hardware and software. Following training, the Contractor shall have responsibility for troubleshooting software issues, repairing corrupt polygraph files and instruments, and making recommendations to PSD/PMB management for improvements, repairs, or final disposition of the equipment
Provide technical briefings on the existing polygraph network and/or future systems as directed by PSD/PMB management
Provide other computer technology services necessary to support the mission
Maintain the Government’s Automated Information System Security Plan IAW applicable customer rules and regulations
Research new equipment, work through the procurement process, and register the equipment if necessary
Process PSD-owned equipment for disposal when obsolete
Submit facilities request and track work through completion
Travel locally to meet with customers and fulfill requirements as necessary
Essential Experience and Skills:
Must possess a current TS/SCI w/ Poly clearance
Bachelors and 5 years relevant experience
Exceptional customer skills
Demonstrated ability to problem solve and develop/create innovative solutions
Demonstrated technical understanding to be able to teach how to use various security applications
Knowledge or demonstrated ability to understand the technical aspect of computer applications to converse with the computer engineers and users alike
Demonstrated understanding of the basics/underlying principles of computer coding and/or programming
Proven, superior helpdesk skills
Demonstrated ability complete customer requests on deadline with short suspense times and competing/shifting priorities
Demonstrated experience identifying data integrity issues, and analyzing processes that lead to these issues
Minimum of five (5) years of demonstrated product knowledge and experiences with database querying, experience in optimizing queries
Demonstrated ability to appropriately manage and monitor access controls to databases
Strong interpersonal, organizational, writing, communications skills
Excellent analytical and problem-solving skills
Excellent ability to manage multiple tasks simultaneously.
Must be able to obtain, maintain and/or currently possess a security clearance.
