Parsons is seeking a Modeling and Simulation Technical Lead (TL) to support the National Ground Intelligence Center (NGIC) in Charlottesville, Virginia. The Modeling and Simulation Technical Lead will the primary technical interface between NGIC and Parsons model development, integration, and testing efforts. This will include representing Parsons technical capabilities to NGIC and leading development efforts.
The TL will be responsible for the performance of a large technical Modeling, Simulation, and Analysis (MS&A) program in accordance with contract requirements and company policies, procedures, and guidelines.
Provide critical technical leadership on model design decisions in response to customer needs
Serves as a subject matter expert regarding the modeling of various foreign army ground and air assets, including ground vehicles, rotary-wing aircraft, artillery, RF sensors, communication systems, electronic warfare equipment and directed energy weapons.
Provides the technical direction of a project through the design, implementation, and testing in accordance with project objectives.
Serves as a trusted technical point of contact with NGIC regarding thread model development, integration, and testing.
Leads task orders.
Responsible for technical direction of a multidisciplinary staff.
Prepare and lead customer design review meetings (Systems Requirements Review, Preliminary Design Review, Critical Design Review, Test Readiness Review, Model Handoff meeting).
Oversee model delivery and integration processes including insuring quality documentation standards are met by the team
Conduct internal code reviews
Mentor model development staff
Coordinate with Parsons staff supporting other intelligence centers through shared development efforts supporting the ITASE program.
Assists with acquiring follow-on business associated with assigned projects and for supporting new business development by contributing to proposals.
Takes projects from original concept through final implementation.
Interfaces with all areas affected by the project including end users, computer services, and client services.
Assists the program manager in establishing detailed work plans, schedules, project estimates, resource plans, and status reports.
Manages the integration of multiple subcontractor tasks and tracks and reviews deliverables.
Recommends and takes action to direct the analysis and solutions of problems.
Education and Experience:
Bachelor's degree in engineering, science or related technical discipline plus 17 years or Master's plus 15 years of experience in a technical position.
Experience with modeling and simulation military systems, particularly those related to Army
Experience supporting the intelligence community
Experience with software development in MATLAB/Simulink and C++ Experience with AGILE software development and able to establish AGILE processes for the development team.
Experience with formal software development processes, including formal design reviews, software configuration management and automated testing.
At least 5 years of technical project leadership experience, including technical direction of developers as evidenced by previous work experience
Excellent communication, presentation, and interpersonal skills.
Strong customer service orientation.
