Parsons is seeking a Principal Engineer to lead software efforts developing threat models of RF sensors (Radar, Passive RF, Electronic Support, Over-the-horizon Radar), RF communications and Electronic Warfare models for the National Ground Intelligence Center. As a principal engineer you will support the Threat Modeling and Analysis Program (TMAP) by capturing intelligence assessments into a software product that will then be used within a larger systems-of-systems simulation to provide threat analysis in direct support of the warfighter and acquisition system decision makers.
All models will be developed based on available intelligence data, physical phenomenology, and common engineering approaches and will be used to represent an authoritative intelligence community representation of the threat. The candidate should be prepared to work closely with NGIC analysts in the development of the model but possess strong engineering skills to provide engineering judgements where data is lacking.
About the Customer:
The National Ground Intelligence Center is the Defense Department's primary producer of ground forces intelligence. NGIC produces scientific and technical intelligence and military capabilities analysis on foreign ground forces required by warfighting commanders, the force modernization and research and development communities, Department of Defense, and national policymakers.
Job responsibilities include:
All-source intelligence analysis of foreign threat systems with a focus on acquisition radar, fire control radar, communications equipment, electronic support, electronic attack and directed energy weapons each of which can include a variety of transmitter types, antenna designs, waveforms, signal processing algorithms and embedded hardware architectures.
Threat system model development to match intelligence assessments, including synchronization, scheduling, signal processing, atmospheric effects, and hardware modeling
Technical direction of a team of 3-5 computer science and/or electrical engineering professionals, including team leadership, mentoring and quality assurance through internal code reviews and documentation reviews
Support and prepare for design review meetings (Systems Requirements Review, Preliminary Design Review, Critical Design Review, Test Readiness Review, Model Handoff meeting).
Coordinate with Parsons staff supporting other intelligence centers through shared development efforts supporting the ITASE program.
Candidate must have completed a bachelor's degree in Electrical Engineering, Computer Engineering, Math, Physics, or related technical degree. Given the technical leadership aspects of this role, and advanced degree is preferred.
Candidate should have demonstrated experience in radar. communications or digital signal processing with over 10 years of experience (or 8 years with master's degree, 5 with a PhD if the advanced degree has a similar focus).
Candidate should be proficient in one or more of the following languages:
MATLAB / Simulink
Candidate must possess good communication skills; being able to lead a highly focused technical team while maintaining a customer focus. Leadership experience should be demonstrated.
Candidate must be a resident of Charlottesville, VA or be willing to relocate to the Charlottesville, VA area.
Threat systems analysis and/or modeling experience is preferred but not required. Systems experience with RF systems developed for the U.S. military can translate well and provided new insight to development teams.
Proficiency with AGILE software development and DevOps software processes is strongly desired.
