We are looking for Sr. level Construction Managers to support a major road/bridge design/build/construction program in the Chesapeake Virginia area for theHampton Roads Bridge Tunnel (HRBT) Expansion project. The HBTis an integral component of Virginia Department of Transportations (VDOT) plan to improve transportation mobility across the Hampton Roads region, significantly expanding capacity along the I-64 corridor while providing redundancy to perform maintenance on the existing tunnels. VDOT has selected Parsons as the General Engineering Consultant (GEC) will augment VDOT’s ability to deliver this major project effectively, providing additional capabilities and added depth of resources to perform critical engineering and construction contract administration, propose effective procurement strategies, develop comprehensive bid documents, and help to effectively manage risk throughout the project lifecycle.
This position would be one of the key discipline leads in the area of construction management on this estimated $3.3 to 3.8 billion design-build project. Incumbent would oversee both land and marine construction operations in the design-build environment. In this role, you will manage CEI and QA/QC oversite of construction activities for either defined segments or the project as a whole. Project will often involve multiple construction operations and disciplines which will be under the incumbent’s purview. We expect you to have a broad diversified knowledge of various disciplines to be used during construction of heavy highway, highway bridges and tunnels, and civil infrastructure utilities and facilities as well as the methods and techniques to be utilized for installation. Incumbent is thoroughly familiar with required construction contractual obligations and technical aspects of all facilities to be erected. In addition to construction administration, the incumbent is also responsible for staffing recruitment, procurement document development, DBE/SWaM compliance and on-site safety, health and environment plan performance. Willingness to relocate or travel for extended periods of time to construction site locations is expected.
SPECIFIC RESPONSIBILITIES :
Directs the overall planning of construction activities to identify critical milestones and priorities.
Determines budget estimates and staffing requirements for the defined scope and schedule. Ensures that the services of subcontractors and major construction equipment required by the project will be available at the appropriate time to ensure maximum efficiency and productivity.
Establishes assignments for Construction staff for various work areas of construction operations, monitoring progress and recommending corrective action as necessary.
Conducts performance evaluations and recommends promotions and salary actions.
Manages the assignment of manpower, materials, and equipment to maximize efficiency, maintain schedules, and to meet budget goals. Anticipates and resolves various problems such as changes in scope, slippage of schedules, and budget overruns. Ensures that critical milestones are met for each phase of the project.
Ensures the use of sound construction practices to attain required quality control at the maximum efficiency and minimum cost.
Prepares periodic reports summarizing progress of construction activities for higher-level management and clients, including formal presentations.
Ensures effective implementation of all Company and client policies and procedures, including labor relations policies.
Serves as the primary contact with client representatives, subcontractors, and government representatives for construction-related activities. Maintains strong client and community relations, including making presentations to local civic organizations.
20+ years of experience in field construction is required. Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is required.
Demonstrated effective managerial capability, as well as strong written and oral communications skills.
4-year degree from an accredited institution in a construction-related field (or equivalent construction-related work experience).
Must haveLicense as a professional engineer or Certified Construction Manager.
Requires widely diversified knowledge of construction-related processes delivery methods and industry practices. Demonstrated effective managerial capability on construction projects of comparable scope and complexity is also required, as well as excellent written and oral communications skills.
Knowledge of alternative delivery methods and the execution of design-build contracts.
Ability to recruit and train staff for construction leadership, office management, and CEI operations.
