In this role, we want to leverage your technical expertise and market relationships to develop a team of professionals and manage our rail and transit resources in theChicago area.You will assist the Eastern Regional Manager in the operational management of the resources in theCentral region,will provide oversight and direction to multi-disciplined teams, and drive projects to successful completion. You will help Parsons strengthen market share by meeting and exceeding client expectations with your own knowledge and contacts in this critical area of transit engineering.

In this role you provide management and direction for the rail and transit systems team in the Central region.

Recruit, interview, and evaluate prospective employees as well as hire, offer personnel development, conduct performance evaluations, counsel employees, takes corrective actions (as required), and approves terminations. One of your roles will include ensuring that new employees receive orientation on company policies and procedures.

You will also maintain and grow backlog with important clients in the region.


  • Acts as the Company representative with clients and selected subcontractors during the program execution.Negotiates changes to the scope of work with the client and key subcontractors.

  • Tracks market activities, upcoming proposal efforts,

  • Collaborates with Business Development to market and secure additional work with client. Responsible for following up on instructions and commitments associated with projects.

  • Participates in negotiations with regulatory agencies and in public meetings in support of clients.

  • Leads and supports pre-contract and business development efforts as required, serving as technical consultant.

  • Participates in forecasting of future work, revenue, and sales.

  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functionswith transit related work. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates.

  • Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers. Collaborates with the office facilities staff to address project space requirements.

  • Promotes technical and commercial excellence on projects through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.


  • 4-year degree in Engineering (or related field)

  • 20+ years of related work experience, including supervisory/managerial experience

  • Prefer Experience working with and managing regional transit authority projects.

  • Significant managerial experience of a large group of Engineers, Designers, and technical support personnel

  • Professional Engineer registration with active membership in a professional engineering society may be required

  • Proven ability for managing a large group of engineering/technical personnel

  • Experience with transit and/or railroad organizations is required

  • Directing work involving complex technical situations
