POSITION OVERVIEW:

This position provides process management and financial analyst expertise to support the Missile Defense Agency (MDA) Modeling and Simulation (MS) Operations Directorate (MDA/ESO). The majority of this work focuses on the End-to-end Digital Integrated System Simulation (EDISS) development and its concept of operations. The analyst works with MS system architects, integrators, cybersecurity specialists and tool developers to determine manpower, hardware, software and licensing requirements for planning and budgeting. Also coordinates with these same personnel to institute organizational process best practices involving labor, hardware, and software. Utilizes EDISS financial data for program and budgeting planning. Develops resource briefings, documents, and management review materials for the EDISS program. Develops program plans, integrated product schedules and resource-loaded schedules as required. The analyst will also provide Advisory and Assistance Services for MS Digital Program Planning and Budget Execution.

RESPONSIBILITIES:

  • Institute process improvement best practices across the MDA/ESO portfolio

  • Gather, organize and integrate program data across multiple data sources

  • Support development of written documents such as program plans, reports, and policies

  • Conduct technical reviews of documents, plans, procedures, and reports

  • Support development, review, and reporting for Integration and Test Plans, Verification Analysis and MS Tool Development

  • Support development, collection, and reporting of System Level Metrics

  • Develop and conduct technical briefings to government customers and stakeholders

  • Support planning, managing, and controlling of project schedules

  • Ensure consistency with FYDP budget estimates for the MDA/ESO Digital Integration Operations section

  • Effectively coordinate the development and review of related budget estimates by working with the integration and test team, hardware and software architects, cybersecurity specialists, and tool developers and participants in the MS Community

  • Determine and report the status of the program budget and expenditures

  • Correlate contract performance information for analysis and reporting

  • Perform budget risk assessment and recommend mitigation tactics and strategies and alternate courses of action

EDUCATION AND EXPERIENCE:

Requires a 4-year degree in finance (or related course of study) and5-10years of experience in finance or related field.Requires a level of proficiencywith Microsoft Office.

*This position requires an active Secret Security Clearance.

Experience with Work Breakdown Structures (WBS) for large programs and Systems programs as well as Lean Six Sigma training .highly desired.
