Parsons Corporation Principal Subcontract Administrator in Columbia, Maryland

We are currently seeking a motivated individual to serve as a Senior Subcontract Administrator, assembling lists of subcontractors, preparing requests for proposals, negotiating terms and conditions, and more. Responsibilities:

• Develop, negotiates and administer subcontracts and other agreements of high dollar value, risk, and complexity, consistent with client requirements and procurement policies/procedures.

• Creates solicitations, supports proposals, conducts price and cost analysis, negotiates price/cost and price/cost related terms and other subcontract or other agreement provisions.

• Performs analysis of supplier proposals with respect to T’s & C’s, appropriate FAR clause flow-downs, proposed price/cost, schedule, and coordination of the technical response as it relates to the specifications/statement of work.

• Working with other program staff, plays a significant role in ensuring compliance with required performance.

• Participates on multi-functional teams to obtain business solutions on complex, nonstandard subcontract agreements.

• Regularly interacts with other procurement organization staff, functional peer groups, suppliers and internal customers.

• Represents Procurement in interactions with program management personnel on a variety of subcontracting matters.

• Regularly provides advice and counsel to business counterparts, specifically as it relates to risk identification and risk mitigation.

• Considered a recognized authority in Procurement matters. Works on unusually complex technical problems and provides solutions which are highly innovative. Determines and pursues courses of action necessary to obtain desired results.

• Must be experienced with working with various contract types (IDIQ Task Order, FFPLOE, FFP, T&M, CPFF, FFP). Must be knowledgeable in the FAR and DFARS. Experience with the Government Contractor Purchasing System Reviews is valued.

• Subcontract Management (Procurement) experience- Cradle-to-Grave subcontract administration, including supporting development and review of work specifications, solicitations, Price Analysis, subcontract modifications, routine correspondence and developing compliant file documentation.

• Candidate must also demonstrate experience in reviewing and negotiating Terms & Conditions and Subcontractor cost/price proposals. Review and execution of Non-Disclosure, Teaming and Consultant Agreements.

• Must demonstrate attention to detail and accuracy in work performance and work products.

• Must possess excellent oral and written communication skills, be accountable for making and meeting work/schedule commitments, and demonstrate ability to effectively collaborate across internal program and functional teams as well as with Suppliers and Subcontractors.

• Exhibit commitment to continuing education, training and improvement in working knowledge of government contract administration.

Qualifications:

• Bachelor's (or equivalent) with 10 - 12 years of experience, or a Master's with 8 - 10 years of experience.

Must be able to create cost and price analysis justifications to support subcontract awards

Must be able to provide market research to support source selection of subcontract awards

Must be able to adapt to and be a positive agent for change

Must possess excellent oral and written communication skills, be accountable for making and meeting work/schedule commitments, and demonstrate ability to effectively collaborate across internal program and functional teams as well as with Suppliers and Subcontractors.

Strong organizational and workflow skills and required

Prior experience with Cost Point Procurement and Subcontract is a plus
