Parsons is looking for a DMS MS (Diminishing Manufacturing Source Material Shortage) lead.
DMSMS is “...the loss or impending loss of manufacturers of items or suppliers of items or raw materials may cause material shortages that endanger a weapon system's or equipment's development, production, or post-production support capability.”
To combat DMSMS, a) proactively take timely and effective actions to identify and minimize the DMSMS impact on DoD acquisition and logistics support efforts, b) develop a process to resolve problems created by DMSMS and reduce or eliminate any negative impacts, c) proactively consider DMSMS through a system's life cycle by anticipating potential DMSMS occurrences and taking appropriate logistics, acquisition, and budgeting steps to prevent DMSMS from adversely affecting readiness or total ownership cost, d) aggressively pursue proactive responses to DMSMS issues, particularly, when those items threaten to degrade weapon system readiness below established goals, and e) establish DMSMS programs that shall reduce or eliminate the cost and schedule impacts of all identified DMSMS problems and help ensure that DMSMS problems do not prevent weapon system readiness and performance goals from being met.
The ideal candidate will have fundamental knowledge on DoD 5000 acquisition lifecycle and contract proposals, evaluation, and technical analysis. The team member should display professionalism and be courteous to peers and senior leadership. An effective communicator in one-on-one engagements and in large groups (oral and written). Fundamental knowledge of Microsoft products (Word, Excel, PowerPoint, etc.) and the ability to prepare professional briefing materials and present to senior military and civilian leadership.
·General understanding of shipboard terms, operations, schedules, and military ranking systems
·Fundamental knowledge of Aegis Weapon System and BMD terminology/acronyms
·Fundamental knowledge of Lifecycle/Sustainment engineering
·Fundamental knowledge in generating, maintaining, and progressing project schedules (milestone and MS Project)
·General understanding of Diminishing Manufacturing Sources and Material Shortages (DMSMS)·General understanding of Commercial Off the Shelf (COTS) components and technical refresh of Weapon Systems using COTS components
·General understanding of executing market research/surveillance for Weapon System components
Workwith Aegis Ballistic Missile Defense and Direct Production Labor staff tomanage DMSMS and Commercial Off the Shelf sustainment programs
Manageengineering tasks according to the Lifecycle Sustainment Plan
Supportthe Lead Systems Engineering team with the development of Threat AdaptationData Updates and in-service software maintenance
Statusdivisional work in progress and provide situational reports to Division Managerand/or Deputy
Providetechnical input to weekly status reports for AW Major Program Manager
Generatebriefing materials for divisional staff and route through security/graphics forconfiguration control
Providetechnical input and coordination of MDA E-Taskers as required
Participatein technical meetings and provide meeting minutes to Division Manager and/orDeputy
Investigateand communicate best maintenance practices for the Aegis BMD Weapon System
Attendstaff meetings to ensure divisional and program personnel have latest status
10 years’ experience in the field or a similar line of work.
Technical and operational knowledge of the Aegis Ballistic Missile Defense program
Familiarity with Ballistic Missile Defense System elements
Familiarity with Missile Defense Agency
Proficiency in Microsoft Office
Strong oral and written skills
Ability to perform in a high intensity, quick reaction environment
Proof of U.S. citizenship or permanent residency is required due to government of federal requirement.
