T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.
The Environmental Specialist contributes to a wide range of activities to deliver client products and deliverables for the planning and delivery of all modes of Decommissioning/Restoration projects. Activities will include the implementation and environmental management of FAA facilities as it relates to the decommissioning/restoration process. The mission covers multiple FAA facilities along three National Service Area for the FAA, that require coordination of environmental support services and it ensures the mission's Plan Standard
Operating Procedures satisfy applicable federal, state and local environmental rules and regulations.
- Providing technical assistance and perform site surveys prior to decommissioning sites.
2.Performing compliance monitoring and audits, and federal state reporting for soil, water, and waste aspects of facility operations.
3.Assisting in conducting scheduled environmental audits and inspections of facilities.
4.Coordinating and scheduling the site visits as necessary with the FAA SSC office and the Operations managers.
5.Communicating audit deficiencies to the FAA through the preparation of the Site Survey Reports, Categorical Exclusions
(CATEXs) and Environmental Due Diligence Audit waivers (EDDAs) facilitating tracking their corrective actions through implementation reporting environmental non-compliance notifications to the appropriate agencies as required; , maintaining all required documentation records.
6.Providing oversight technical support to the FAA organization for various preventive/corrective maintenance and project tasks.
7.Coordinating environmental compliance sampling/testing as required by applicable permits and regulations, including interfacing with external laboratories relative to sampling protocol(s), chain of custody, etc.
4-year degree in a science curriculum related to the assigned discipline
3-5 years of related work experience
Working knowledge of software packages typically associated with the discipline is required.
A familiarity with environmental rules and regulations is preferred.
Federal Government experience is preferred.Good written and oral communication, organizational, and interpersonal skills are required.Additionally, a demonstrated proficiency and the utilization of MS Office Suite is required.Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.
