T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA's Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA's nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

Parsons is now hiring a Project Manager with a desire to work on creating innovative, practical solutions while acting as a client representative. In this role you will: manage all project activities for small projects, or a subtask of larger projects, in accordance with the project schedule. Serves as the primary point of contact with the client for all site activities related to assigned area(s) of responsibility. Parsons extensive experience in this field, combined with your experience as a client rep at a field level will propel your career and leadership opportunities forward. We need our Field Project Managers to be versatile, enthusiastic to work in highly flexible, team oriented environments that have exceptional communication, analytical and organizational skills.

Position Requirements:

  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of multiple assigned aviation-related design/construction/installation projects.

  • Works with other project managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of the projects.

  • Develops project documents, processes, and procedures required to support quality control and final project deliverables.

  • Anticipates project staffing needs and coordinates with the Regional Program Manager to identify necessary personnel and make staffing assignments in accordance with project schedule requirements.

  • Coordinates with client to determine project objectives and establish products, deliverables, and completion criteria. Develop work plan and estimate for submission to client on each project assignment.

  • Establish project safety plans and ensure that they are communicated to all employees working on the project.

  • Promotes technical excellence on the project through the application of Quality Assurance processes.

  • Monitors and reports to the T4 Regional Program Manager (RPM) on the progress of all project activities, including significant milestones, and any conditions, which would affect project cost or schedule.

  • Attends weekly project manager meeting to review project status and formulate action items with regional management.

  • Actively promotes and supports safety policies and ensures safety is integrated into design and that the construction/installation job sites are monitored for good safety practices.

  • Coordinates with client and other government regulating authorities as required to ensure site security measures are adhered to by subcontractors and others when completing the construction/installation field work.

  • Conducts weekly job meetings; prepares and submits summary of project progress and pending issues to the Regional Program Manager.

  • Submits reports to the client as required, and responds to client issues and expectations.

  • Assists the Regional Program Manager and Regional Subcontracts Administrator in pricing and negotiating changes to the scope of work with the client and subcontractors.

  • Reviews bid documents and assists with bidder solicitation activities. Documents and executes changes in scope of project.

  • Anticipates problems and works with client, engineers, subcontractors, and RPM to identify and implement corrective actions. Keeps client and RPM informed of the day-to-day activities of the project.

  • Maintains accurate documentation of job progress through daily logs and other reports.

  • Performs other responsibilities associated with this position as may be appropriate. Establishes and maintains liaison with the service area engineering manager and the design engineering staff.

  • Reviews and interprets design drawings and specifications to ensure current revision level and correct technical execution of the work.

  • Provides resolution for technical engineering problems; coordinates application of solutions.

  • Develops construction schedules and monitors progress.

  • Initiates and monitors material procurement and deliveries to ensure timeliness in support of project activities and schedule.

  • Provides managerial support to the Resident Engineer and construction subcontractor.


  • Bachelor's Degree in engineering or construction, or a related field

  • Experience working within the aviation industry, including managing airfield projects.

  • 10+ years' related work experience is required with at least 5+ years in project management.

  • PMP or CMAA certification is preferred.

  • Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.

  • Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.
