T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

Opportunity:

Are you an experienced Electronics Engineer who enjoys working on aviation infrastructure? Parsons is under contract with the Federal Aviation Administration (FAA) to provide engineering, construction, equipment installation, drafting, and other technical services. Parsons is seeking a Senior Electronics Engineer to conduct site surveys and support design development, constructability and installation reviews, estimates, and construction management. This position will also advise project management and staff based either in the office or at remote locations on electronics related issues. As such this role will provide engineering, automation, and design support in various areas of electronics engineering specialization: i.e, radar, navigation aids, communications, microwave data transmission, and automation.

Serves as an Electronics Engineer supporting the TSSC FAA program in the Central Service Area and in support of national implementation projects. The ideal candidate will possess at least 10 years of experience in direct support of aviation projects and will support the following activities:

Attends site surveys in support of design and assists in the development site survey reports including the evaluation of existing conditions and recommendations for the design based on the conditions, codes, and the Client design criteria. Under the supervision of others, creates and reviews design drawings and specifications for the alteration, modernization, or expansion of Federal Aviataion Administration facilities. (These designs may include runway approach lighting, airfield communications, instrument landing system, and other related terminal electronics systems, and communications systems.) Reviews technical submittals for specification, drawing and code compliance.

Provide onsite engineering support during construction/installation including responses to requests for information, development of independent estimates for potential change orders, and submittal review to ensure compliance with design documents. Evaluate field problems and recommend solutions.

Provides other resident engineering services as follows:

Performs inspections to ensure the required work is accomplished satisfactorily and conforms to the contract requirements.

Conducts constructability reviews.

Communicates with the different construction subcontractors assigned to jobs.

Participates in Contractor Acceptance Inspections (CAI) as required.

Keeps a construction diary on the status of assigned tasks.

Submits weekly progress reports and participate in weekly construction meetings.

Reads and thoroughly understands the Resident Engineers Manual as well as the Program Policies/ Procedures.

Identify possible construction problems and suggest resolutions.

Document construction progress through reports and pictures.

Evaluate contractor claims and provide recommendations to FAA.

Serve as primary point of contact for multiple subcontractor, airport, and FAA staked-holders throughout the construction process.

Implement TSSC Safety and Quality programs into design work.

This position is for 100% travel when on duty.

Requirements:

8-10 years’ experience working in and around critical operational facilities.(FAA facilities, data centers, airports, commercial telephone sites, etc.)

Degreed Electrical/Electronics engineer from an ABET accredited program (or approved equivalent) preferred.

Ability to read and understand drawings, codes, standards, and specifications.

Computer Aided Design using Microstation© experience is preferred.

Previous Federal Government experience is preferred.

Previous work on systems supporting the national airspace system for the FAA is preferred.

Position requires night and weekend shifts.

Candidate must be capable of, but not limited to, interpreting Construction Contract documents including drawing, specifications, and government rules and regulations.

Knowledge in the appropriate construction methods and in construction site safety.

Good organization, communication, and computer skills.

Must have a strong ability to learn, adapt to new situations, and work independently in the field.

Previous contractor experience and engineering inspection duties a plus.

Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.
