Parsons has a great opportunity for a Business Development Manager to lead our strategic growth in the Federal Construction Market for our Infrastructure and Environment Division (IE). The IE Division is comprised of over 1,500+ scientists, engineers, and construction professionals who develop and deliver vitally important infrastructure projects for numerous Federal government clients. This position will establish and execute business plans and strategies to deliver capabilities across many customer facilities. The selected candidate will be responsible for building and developing a pipeline, creating strategic teams, expanding customer relationships, developing proposals, and providing expertise in execution of the construction portfolio. This position is located in Washington, DC, with possible flexibility.

We are looking for a Construction Business Development Manager with the right leadership skills to help us build our team and business across a multitude of Federal customers.


  • Establishes and maintains client contacts and develops sales strategy. Strengthens current business ties; coordinates meetings between clients/potential clients and technical or other key individuals

  • Keeps abreast of overall business trends, particularly the current business climate, and executes long-term business and marketing strategies.

  • Directs a marketing campaign to establish and cultivate long-term relationships with key federal customers.

  • Establishes and maintains numerous contacts within and outside the construction industry.

  • Develops and presents business case analyses to Senior Management for new/existing business opportunities.

  • Identifies potential clients within the Federal Construction Market and develops sales strategy.

  • Develops proposals for services in response to invitations to bid and provides guidance to proposal team from inception to completion. Develops the pricing structure, as well as other contract terms and conditions.

  • Responsible for providing construction expertise to Federal Construction projects and ensures that all capture and pre-construction team members are tasked correctly to their skills. Ensures that all team members apply company estimating practices, techniques, processes and procedures.

  • Negotiates contracts, including secrecy agreements and joint venture agreements, to gain the most favorable financial and risk mitigation performance for the company.


  • 4-yeardegree in Engineering or Construction Management or related field (orequivalent)

  • Advanceddegree in management or related field is preferred

  • 20+years of diversified experience, primarily within the business developmentrealm of a large, multinational company, is required.

  • Previouswork history as a Program Construction Director, Pre-construction Director,Project Executive, Project Manager, Field Engineer, and/or GeneralSuperintendent during the delivery of an at-risk construction project.

  • Knowledgeof the at-risk construction bidding and execution is critical for success.


A thorough understanding of construction bid pricing, contract terminology, negotiations with potential clients/teaming partners, and the Company’s policies and business objectives, is required. The incumbent must also possess strong written and oral communication skills, including excellent presentation skills. In addition, an exceptional ability to represent Parsons favorably, to develop new clients, and to negotiate with key members of other firms, is also required.
