Job Description:

Parsons is seeking a Cost Estimator Subject Matter Expert (SME) to support the Imperial Oil Downstream Cost To Closure Proposal. The position is a fixed term with the possibility of extension or conversion.

Primary duties will include:

  • Develops, manages, and/or executes all estimating activities for contaminated sites in Manitoba and Alberta within the Imperial Oil Downstream Cost To Closure Package. This level of Estimator draws upon extensive experience and exposure to various types of projects and clients.

  • Estimating activities including, but not limited to working with Parsons staff, utilizing estimating tools, procedures, narratives in leading remediation estimates for this proposal. He/she is viewed as a fully qualified professional with solid experience and strong construction management and estimating expertise.


  • Acts as the team leader for all estimating tasks and works with consulting staff assigned to the Imperial Oil Downstream Cost to Closure Proposal.

  • Reviews the requisite environmental reports and summaries related to the contaminate properties as well as contract terms and conditions in deriving the bid price.

  • Ensures that the tasked estimating deliverables meet quality control and quality assurance procedures, best in class estimates for projects and programs assigned.


  • 15+ years of related work experience in remedial construction management, project management and cost estimating.

  • Previous experience using estimating database supported software.

  • Must have a clear understanding of, and ability to work with environmental remediation industry, including reviewing contract documents, technical reports, drawings and specifications.

  • Demonstrated experience in working with consulting environmental engineers and scientists.
