Put your leadership expertise to work on the Safety Service Patrol (SSP) program on the highways of El Paso!Parsons is now hiring an experienced Manager to supervise the program and daily activities of the SSP Operators, SSP Supervisors, Dispatchers, and Administrative staff. You will be in charge of all aspects of the program and would be the main point of contact for the SSP with the El Paso District of the Texas Department of Transportation (TxDOT) and other local agencies.

In this role you will provide oversight and direction to teams that are detecting incidents and disruptions in traffic to minimize incident duration and clear obstructions from the roadway.Your team will establish temporary traffic control for emergency responders, provide scene assistance as needed, as well as assists motorists with things like tire changes, jump starts and other related activities.We need our Managers to be versatile, enthusiastic to work in highly flexible, team-oriented environments and have exceptional communication, leadership and organizational skills.

SPECIFIC RESPONSIBILITIES:

  • Position responsible for all aspects of the SSP program to include daily operations, personnel, training, equipment, planning, policies, and logistics.Primary point of contact for TxDOT

  • Oversee procurement, preparation, distribution and use of operational equipment, personal protective equipment and consumable associated with the SSP Program.

  • Manage the operations budget.

  • Assist in the development and maintenance of Operations Manuals and Standard Operations Guidelines

  • Participate in El Paso area Traffic Incident Management activities, meetings and training, encourage coordination and cooperation with other area incident responders, and work to improve policies and procedures.

  • Ensure that assigned personnel are actively monitoring designated SSP zones.

  • Ensure there are no gaps in service and no more than 12 hours’ consecutive hours worked by an individual, and ensure minimal staffing levels are maintained

  • Audit and evaluate shift supervisors and SSP operators as required.

  • Coordinate upgrades and enhancements to hardware and software as directed by TxDOT

  • Establish regular review of SOPs and implement as required by TxDOT

  • Responsible for developing and sustaining positive professional and working relationships with regional first responder community.

  • Serve as a member of Emergency Operations staff during inclement weather, natural disasters, and security related events.

  • Serve as the Point of Contact for all SSP related visits, media events, and tours

  • Perform other responsibilities associated with this position as may be appropriate.

EDUCATION/EXPERIENCE:

  • Prefer Bachelor’s Degree orequivalent experience in Public Safety, Criminal Justice, BusinessManagement, Operations, or comparable emergency (fire/rescue) management,law enforcement or transportation experience.

  • 8-10 years in this field orrelated area

  • Minimum 5 years’ experience ina supervisory role including, but not limited to, supervising employees,making schedules, managing budgets, and daily operations.

  • Drivers’ license with excellentdriving record.

  • Bilingual (English/Spanish)

SKILLS/COMPETENCIES :

  • Computer proficiency: MicrosoftOffice (Word, Excel Power Point, Outlook)

  • Strong public speaking andverbal communication skills.

  • Demonstrated management andleadership experience.
