T4 Program Summary: The Federal Aviation Administration(FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons inAugust 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a4-year base period with two 3-year options. The statement of work includes avariety of activities that support the FAA’s Capital Investment Plan (CIP)modernization efforts: Site selection and engineering, construction,environmental and fire/life safety, equipment installation and testing, CAD,and other technical services as required. Work is performed across the nationin each of the FAA’s nine regions as well as the Aeronautical Center inOklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jerseyand in several U.S. territories. An average staff of 400-500 with a peak staffover 650 supports this contract, in addition to those subcontractors whoperform construction work.

Serves as a Construction Administration/ Document Control (SCA Engineering Tech II)


Under minimal supervision performs a variety of document control functions for a regional office.

Plans, organizes, and implements systems for efficient document processing of all communications, supplier documents, design documents, construction documents or other internal or external documents.

Coordinates the flow of documents between project operations, engineering disciplines, construction team, or other functional groups.

Will have knowledge of both the work processes of document control and also the use of electronic systems used to manage documentation.


  • Processes variousdocument types through all procedural steps in accordance withwell-defined procedures and guidelines. Ensures that pre-establisheddocument control requirements (e.g., which document numbering system willbe used; how many and which signatures will be required for certainapprovals, etc.) are satisfactorily met throughout the duration of theproject.

  • Receives, tracks, andmonitors documents using standard document management programs to registerdocuments, maintain databases, and produces logs, transmittals, and otherreports as required. Enters data and produces reports using other standardoffice automation or department-specific computer applications.Initiates and replies to routine correspondence related to area ofresponsibility.

  • Manage requiredconstruction project documentation in a SharePoint based environmentincluding submittals, requests for information and field instructions,progress schedules, schedule of values, progress meeting minutes, fieldreports including resident engineer daily reports, punch lists, certifiedpayrolls, and project pictures.

  • Participate inpreconstruction meetings, progress meetings, change order negotiations,and customer meetings as required.

  • Assist in developingScope of Work and technical documents for construction projects.

  • Assist in developingsubmittal registers for construction projects and review ofsubcontractors’ submittal registers and submittals for conformance withconstruction specifications and drawings.

  • Work Release closeoutsupport including property disposition and uploading of deliverables toPDS.

  • Performs other duties asassigned.


Associates Degree plus two to three years’ relevant experience including document control and/or construction industry experience.


Proficient keyboard skills and a working knowledge of MS Windows, MS Excel, Share Point and related word processing, spreadsheet, and database software is required. Assignments will require a working knowledge of Electronic Document Management Systems. Good written and oral communication, organizational, and interpersonal skills, as well as a demonstrated ability to interact effectively with project personnel and management.

Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.
