Job Description:

Parsons is looking for a talented Aviation Resident Engineer to join our team! In this job you will get to work on one of the top airports in the US.

This person should have demonstrated knowledge of and experience with multiple construction project contract delivery methods, including but not limited to Design-Bid-Build, Design-Build and CMR Contracts and their execution.

Knowledge of and experience in reviewing and understanding a contractor's Safety Plan and QC Plan is also expected. Must have experience in reviewing a Document Control plan and utilization of Project Procedures Manual.

Knowledge of scheduling, spreadsheet, document and database software (such as PMWeb, P6, Microsoft Office packages and others)

SPECIFIC RESPONSIBILITIES:

Provides input regarding scope of work, schedules, procedures, field construction problems, and other technical information. Monitors budget estimates and staffing requirements for the defined scope and schedule.

  • Establishes and maintains a close working relationship with project design engineering, client representatives, and contractors

  • Responsible for coordinating efforts of the contractors

  • Collaborates with construction management to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees. Ensures that personnel of the assigned group engage in safe work practices in compliance with site-specific safety procedures and industry standards.

  • Responsible for evaluating the progress and quality of construction activities in conformance with approved schedules and budgets

  • Review and approval of Progress payment applications

  • Monitor and supervise the field coordination and inspection of critical elements of the work

  • Review bid package documents as issued by design consultants for constructability, omissions, clarifications required and for coordination between design disciplines recommend changes as required.

  • Review all issued for construction documents against design development documents for scope, schedule and budget conformance.

  • Review General Conditions as to its suitability for each bid package and overseeing of performance.

  • Assist the Client and Project Manager at pre-bid meetings and pre-construction meetings.

  • Expedite resolution of construction problems

  • Monitor and manage all field directives and compliance therewith

  • Obtain Daily Reports from all Contractors

  • Prepare Resident Engineer's Weekly Report

  • Oversee Quality Assurance Program for each assigned contract in Concert with Quality Assurance Manager. Monitor Design Consultant inspections

  • Establish and conduct weekly Construction meetings

  • Manage schedule updates, provide and/or approve any logic changes to original plan

  • Review, approve and certify contractor request for payment

  • Determine that insurance, bonding and contract requirements are properly executed and maintained.

  • Coordinate separate contractor's lay down areas, office locations and equipment placements.

  • Coordinate construction interface with local utilities through the Utility/Agency Coordinator

  • Participates in negotiation, preparation and review of Change Orders.

  • Participates in project close out and client occupancy

  • Other tasks as may be assigned.

  • Provide advice on field engineering procedures, construction methods, and financial matters to management.

  • Must be capable of managing multiple projects simultaneously

  • Review daily inspection reports prepared by field inspectors

  • Conduct and lead construction progress meetings

  • Prepare formal communication letters to the contractors

EDUCATION/EXPERIENCE:

Bachelor's Degree in engineering or construction-related field, or equivalent construction-related work experience, as well as 8+ years of experience in field construction is required. Experience in the construction of large civil/structural and/or industrial projects, particularly airports, at domestic and/or foreign locations is preferred, including some supervisory experience.

SKILLS/COMPETENCIES:

Requires knowledge of engineering and construction-related processes, as well as industry practices. Also requires excellent written and oral communication skills, a familiarity with CAD, Microsoft Office, Bluebeam, Adobe Acrobat Pro and other PC software packages typically associated with engineering and construction. Must be able to work on cloud based platforms and familiarity with construction management software such as Kahua and e-Builder.

Salary Range:

$92,200.00 - $175,700.00
