PROJECT OVERVIEW:

The scope of the project is to assist government customers to meet the mandates of Identity, Credential and Access Management (ICAM) and Homeland Security Presidential Directive 12 (HSPD-12), Federal Information Processing Standard 201 (FIPS-201), National Institute of Standards and Technology (NIST) Special Publications, and applicable customer regulations. Parsons provides systems engineering services to design, develop, test, implement and maintain a mission essential ICAM/HSPD-12 solution that facilitates the collection and provisioning of biographic, biometric, credential, public key infrastructure (PKI) and authorization information to multiple Software House CCure 9000 and AMAG Symmetry™ systems. The solution also serves as the authoritative identity source for other critical applications.

Responsibilities:

This mid-level engineer shall be responsible for the following:

  • Provide system development, engineeringand integration support services to include requirements and concept ofoperation development, system design and development, configuration and test,production deployment and maintenance support.

  • Develop and manage detailed projectschedule using MS Project

  • Perform system test, evaluation,configuration management and quality assurance.

  • Develop and maintain technical systemdocumentations.

  • Develop scopes of work, cost andschedule estimates.

  • Develop training materials and deliver trainingon newly deployed systems and/or features.

  • Identify and report dependencies,progress and risks associated with assigned tasks.

  • Collaborate with network architects, InformationAssurance (IA) and Cyber security entities to ensure system compliance.

Qualifications

The Senior Engineer shall have, at a minimum, 15 years of direct systems engineering and technical services experience. The Senior Engineer shall possess in-depth knowledge of HSPD-12, FIPS 201, FICAM, physical access control systems, identity management, biometrics, systems integration, and other Electronic Security Systems (ESS). In-depth knowledge will be verified by demonstrated working knowledge and respective minimum five years field experience.

One or more of the following certifications is preferred:

  • ASISInternational Physical Security Professional (PSP) highly preferred

  • SmartCard Alliance Certified Smart Card Industry Professional / Government (CSCIP/G)

  • SmartCard Alliance Certified System Engineer ICAM PACS (CSEIP)

  • CertifiedInformation Systems Security Professional (CISSP)

REQUIRED EDUCATION/EXPERIENCE:

  • Minimum 4-year Engineering degree or equivalent and 15years’ relevant work experience

SKILLS/COMPETENCIES:

  • Ability to resolve highly-complexand difficult engineering problems and devising unique solutions to meet clientrequirements.

  • Excellent interpersonal skills anddemonstrated ability to serve in a leadership role.

  • Demonstrated ability to effectivelycommunicate (both verbally and in writing) with team members, managers, andclients on highly-complex and difficult engineering issues pertaining toassigned tasks.
