Job Description:

This requirement is for Senior Subject Matter Expert (SME) to provide onsite Creation, Review, Import/Export, Format and presentation of financial expenditures and information for use in execution and analysis or RDTE, PROC and Sustainment funding sources. The contractor shall also provide guidance for users of the Comprehensive Cost and Requirements System (CCaR), Project Management Resource Tools (PMRT), as well as have knowledge in systems that feed into GFEBS.

The candidate be part of the US Army PM-Soldier Lethality Development Team with specific responsibilities of Creation, update, status and publication of all financial information. Will be responsible for both programmatic pulling data out of multiple sources including GFEBS, LMP, CCar and other yet to be identified sources into Power BI or other related systems to better display PM’s Financial Data which will assist in planning out execution, assessing spend plans and Risk Mitigation Plans.

The Candidate Shall provide core competencies in:

  • GFEBS, CCaR and SAP software transactions related to multiple GFEBS/SAP functions. Functionalities include Financial Accounting (FI), Spending Chain (SC); Fund Management (FM), Sales and Distribution (SD), Accounts Receivable (AR), Reimbursable Accounting (RA), Controlling (CO), Human Resources (HR), Plant Property and Equipment (PP&E), and Business Intelligence (BI).

  • GFEBS/SAP SC/CCAR processes to include processing of Purchase Requests (PR), Purchase Orders (PO), Goods Receipts/Invoice Receipts (GR/IR), and clearing documents.

  • GFEBS/SAP reimbursable processing to include establishing sales orders, ensuring that collections have been processed, and ensuring that funding has been recorded in GFEBS.

  • Development of GFEBS/PMRT/CCaR/SAP BI reports for multiple SAP functionalities to include FI, FM, SD, CO, and HR.

  • Develop job aides and interpret GFEBS/PMRT/CCaR/SAP transactions, BI reporting, and GFEBS/PMRT/CCaR/SAP best business practices to users and management.

The Candidate Shall also provide general suport to include:

  • Creation/Development of a Business Analyst for all assigned programs.

  • Mentor Business Managers in Power BI “Best Practices”.

  • Maintenance and support of all Program identified Milestones.

  • The Contractor shall provide assistance to all PM-Soldier Lethality Power BI and/or Visualization users to aid in the identification and resolution of issues in the most expeditious manner available, which could be:

  • Data flows from GFEBs into CCaR and the reconciliation of such

  • CCaR data that flows into PMRT

  • CCaR reports

  • PMRT BMD reports

  • RDTE and WTCV BLIN and DETAIL SSN reports

  • RDTE Reports

  • RDTE and WTCV Canceling Year BLIN and DETAIL

  • CONOPS, Open Commitment, RDTE and WTCV Execution

  • Unmatched Transaction (UMT)

  • Program identification to Joint Reconciliation (JRP)Obligation spend plans

  • Cost-Of-War
