Job Description:

Are you great with people and have a track record of delivering innovative and secure systems to satisfy the customer’s mission?

Parsons is now hiring an experienced Lead Capability and Development Manager with the desire to work on developing innovative solutions to support Cyber Operations missions. You will be responsible for enhancing government customer capabilities while addressing security challenges.

The ideal candidate will ensure the readiness of Information Technology Systems and the evolution of the system architecture to support operations within key government mission systems while ensuring appropriate security principles, concepts, methods, policies and practices are applied to achieve stakeholder objectives.

Responsibilities:

The responsibilities of the Lead Capability and Development Manager position include the following:

  • Serve as the Government’s main POC for issues regarding the research, development, and training of cyber-related capabilities.

  • Lead the development of capabilities that achieve USCYBERCOM’s goals and objectives in cybersecurity and cyberspace operations capabilities.

Required Qualifications:

  • BS in Computer Science, Computer Engineering, Systems Engineering or related discipline

  • Minimum ten (10) years of Cyber Capability Development, IT Systems, Systems Engineer and Information Systems Cyber Security experience

  • Experience performing the job responsibilities listed above.

  • Active DoD 8570/8140 IAM level II certification.

  • DoD TS/SCI Clearance with Polygraph

Desired Qualifications:

  • Demonstrated experience in gaining stakeholder buy in and leveraging cyberspace SMEs within DoD and externally.

  • Proven skills in translating requirements into functional solutions.

  • Minimum of seven years of experience leading teams in conducting RDT&E of cyber-related activities.

  • Expertise in developing strategic insights and solutions to help decision makers chart a course toward a safer cyberspace.

  • Experience and knowledge with cybersecurity Research and Development (R&D) activities such as cyber defense resilience, malware analysis, insider threat risk mitigation, cyber defense education and training, mobile device security, and cloud-based security protection.

  • Possess an Offensive Security Certified Professional (OSCP) Certification.

Must be able to obtain, maintain and/or currently possess a security clearance.
