Are you a financial, program, and/or resourcemanagement professional who understands the essential elements, procedures, and rules governing the development of budgets within the Department of Defense (DoD)?If so, Parsons needs you to support the USCYBERCOM Capability Development Group (CDG) in their execution of the DoD planning, programming, budgeting, and execution (PPBE) process.

These are critical times in the world of cyber security and Parsons need your help to make the world a safer and more secure place—one computer at a time.

In this role, you will facilitate the PPBE process for the CDG in order to ensure it can appropriately meet its mission - equipping the Cyber Mission Force (CMF).

Key Tasks and Responsibilities:

  • Participate in the development, justification, and review of the CDG program and budget submissions

  • Facilitate key PPBE events and documents, within the overall process on behalf of the CDG

  • Execute the basic elements of DoD budget execution, including appropriation life cycle, funding policies, reprogramming, reimbursables, and working capital funds for the CDG

  • Act as Subject Matter Expert (SME) on the steps in developing and acquiring a major weapon system and the relationship between budget timetables and the funding requirements for a representative DoD acquisition program

  • Reviewing and analyzing program requirements, providing input into ongoing initiatives and developing briefings and other material necessary to communicate the way ahead

  • Extensive ability to clearly present information; read and interpret information; interact with customers, partners, colleagues and senior management; listen well; and resolve issues identified by stakeholders

Requirements:

  • Minimum 10 years of experience as a Project Manager/Budget Specialist

  • Minimum of Bachelor’s Degree from an accredited college or university in Project Management, Business Management, Economics, Political Science, Computer Science, Engineering, Law, Government Contracting, Finance/Accounting, or related discipline

  • Must have proficiency and excellent working knowledge of Atlassian's Confluence collaboration tool

  • Proficiency with a variety of Microsoft programs

  • Strong attention to detail and organizational skills, as well as excellent communications skills

  • Strong analytical and problem solving skills

ACTIVE TS/SCI + POLY REQUIRED

Preferred:

  • CAPM, PMP, or equivalent certification

  • Skilled practitioner in PPBE implementation, preferably with multiple years' experience in multi-year programming or operations research for a large government agency

  • Experience with Government System Acquisitions (Major Weapon Systems etc.)

  • Knowledge of (FAR) Contract/Procurement lifecycles and processes
