Parsons is looking to hire several Operators at the following locations: Columbia, Myrtle Beach, Greenville, Rock Hill, and Charleston supporting South Carolina Department of Transportation Traffic Management Centers. These positions will require working some weekends, holidays, special events and weather events as part of your schedule. Most shifts are 8-hour shifts, both morning and evening shifts.
Job Description :
Reporting to the TMC Manager, CTOs will work as part of a team to manage incidents, monitor congestion and facilitate maintenance activities using various tools including an Advanced Traffic Management System (ATMS). CTOs may dispatch (via radio, phone or email) resources both directly, and in partnership, with stakeholders such as the South Carolina Highway Patrol, State Highway Emergency Program (SHEP) Operators, local jurisdictions, South Carolina Department of Transportation (SCDOT) employees and other first responder agencies as required.
At a minimum, CTO’s shall be able to perform the following duties proficiently under the general supervision of the TMC Manager, Program Manager, and other South Carolina Department of Transportation Staff.
Responsible for traffic incidents viewed on traffic monitoring equipment (CCTV, Real Time Data, etc.) and assist SHEP, SCDOT Maintenance, and emergency response personnel
Implement required traffic control and other associated warning devices to advise the public of incidents and events impacting traffic flow
CTO will work within a Traffic Management Center monitoring CCTV camera for the purpose of detecting incidents and stranded motorists. SCDPS (Highway Patrol) Dispatch will be notified of incidents and stranded motorists. CTO will communicate and coordinate incident information with local SCDOT maintenance and District staff as needed. CTO will dispatch State Highway Emergency Program (SHEP) Responders and provide other appropriate response agencies of scene details.
CTO will provide information to motorists by displaying messages on Variable Message Boards (VMS), Dynamic Message Boards (DMS), and Highway Advisory Radios (HAR).
CTO will assist the general public by correctly inputting data into the SCDOT ATMS database for incidents, construction, and maintenance activities impacting traffic flow to generate events in 511. CTO will review all events, signs, and 511 information for accuracy.
CTO will compile reports of routine incident response activities, annotate in Daily Log major incidents, construction, maintenance, and unusual occurrences.
CTO is responsible for operations of SCDOT's role in the "Child Amber Alert" program, including proper operation of ITS (VMS, DMS, HAR) equipment.
Liaise with emergency services and external organizations to create accurate and timely records of the event, follow standard procedures, and take the initiative to ensure the highest levels of customer service are maintained.
Support organizational values in delivering safer roads, sustainability and proactive traffic monitoring and incident management.
Provide accurate and timely information to stakeholders and the traveling public, e.g., other agencies and personnel as requested.
Monitor the operation of the network by analyzing information from the GIS, Police Services, traffic management systems, including CCTV, historic and predicted traffic patterns.
High school diploma with 6 months related experience in operations or a comparable field.
Prior work experience in 911, Dispatch, Towing, EMS and or Fire preferred
Must have experience working with public contacts and telephone responsibilities.
Ability to work and develop relationships with customers and colleagues.
Ability to lead and follow protocol during a crisis situation.
Ability to manage multiple priorities and communicate with internal agencies on status of various situations/projects.
Technically strong (MS Office, websites, etc.)
Candidate will work towards moving to an CTO II role within 12 months of becoming a certified CTO I.
Must have the ability to follow written and oral instructions.
Must be able to work flexible work hours including holidays.
